Portions of the Harlem railroad are washed away and some of tbe bridges are gone. A freshet has occurred in the Schuylkill rirtr at Philadelphia, and freight -cars carried away. Considerable damage in the lower part of Baltimore, and some damage done on the line of the Baltimore and Ohio roa£,: especially to telegraph poles arid bridges. The storm closed at Baltimore early this morning, and the flood has subsided.

The railroads southeast and north are howevor much damaged by heavy freshets and the gale. Tbe tracks of the Central, Hudson, HarlemV and Brie road are washed away in vkrious places. The fresket in tbe Schuylkill carried off sevil freight cars belonging to the Pennaylvanit* CShWkl roftL reached the second story of the Schuylkill Navigation stores and swept away large quantities of lum* ber, merchandise, wagons &c., besides, even mules and horeei.

England Labor Lasgue commenced its session yesterday, and continued until this evening. The attendance has been small at the meetings, and few of the dis tingui'hed speakers advertised to be pres ent, made their appoarance.

John Orviss, of West Roxbury, waB chosen President, and tbe officers were all of Massachusetts. The utmost latitude was allowed in discussion. -Mrs. S. Foster, of this oity, well known as an Anti-slavery and Woman's Bights Advocate, spoke at length in opposition to strikes, and against landed monopD lies.

Massachusetts of having belpoa to rob the State Treasury of $2,000,000. She said that Charles Sumner was fated to be damned to a lower political hell than ever Daniel Webster was, and called the Republican party the opposers of the working classes, &c., while unotber took the opposite grounds.

Some of the speakers favored the formation of a separate political party, while others opposed tbe plan. Some urged tbe formation of Trades Unions &c, while others again were opposed to tbem.

Mrs. E. M. Daniels and Miss Jennio Collins, of Boston, were amcng the speakers. The resolutions adopted oppose all speculation, interest, rent, &c. insist that an exclusive currency, whether of specie or paper, is only for tbe advantage of the privileged few demand tbe with drawal of bink notes, their place to be supplied with Treasury csrtifi cates charge Secretary Bout well with repudiating the obligations of law and justice, and state that ho should be impeached justify tho holding of tbe Convention on Sunday charge that the proteatant church, especially, has apostatized from the truo faith and are undeserving the support of Christians oppose the present political parlies and recognize tbe rights of the working women &o.

Tho ninth annual Fair of tho St. Louis Agricultural and Mechanical Association opened to-day under the mpst fuvorablo auspices, weather rery fine and attendance good. For a first day all the departments are unusually full and complete, especially those of agricultural implements and stock.

In the latter Illinois has sent the largest number of cattle, but Ohio, Kentucky, Michigan, Iowa, Kansas and Missouri are well represented.

The mechanical department is also very fine. In tbe geological and mineral department G. B. Smith, of Chicago, has a splendid collection of minerals ftpm.ell parts of tbe world.

In the arena the exhibition wss draft horses, for which Illinois carried off the most of the premiums. For carriage horses, W. P. Harvey, of Mercer county, Kentucky, took a premium, and for bug gy horses L. L- Dorsey, of Kentucky, obtained a prifa.

The indications are that fully twenty thousand strangers will be here during he session.
