While we shall always take pleasure in commending those whose public acts en title them to the gratitude of their felloecitizens, we will never again do such violence to our conceptions ef journalistic propriety as to permit any man to glorify himself, his deeds or bis purposes in this paper unless he shall desire to do so ov*r his own proper signature. In making this declaration we feel confident of the approval of all who are worthy to bear "without reproach tbe grand old name of gentleman," and, what is of more impor tance, we shall avoid a sacrifice of the most important of human possessions, Belf-respect.

Western Massachusetts is to have a Grand Musical Jubilee on the 8th of September next—not a colossean, but a common-sen sible affair, with, a cherus of three bun dred, and other arrangements in propox tion. This is prudent. A reproduction of the Boston enormity might set all tbe hills of those pleasant but hilly regions to skipping and hopping, and thus pro duce results which would, be the'despair of the geologist of the future. The Springfield Jubilee seems to be in good hands it will be held at a good time for tourists and will attract thousands who lovo art and natere equally.

Thk New York Times thinks the French Emperor might have accepted hint, and taken the trouble to reply to the suggestion made to him by Pfesideint Qrajtt in the interchange of congratula toty messages by the French cable.— GraKT expressed a hope that the liberal policy of our Government in permitting the cable to land on our shores would be reciprocated by France—that is to say, Gsaht hoped that an American cable wonld be allowed to land In France as freely as tbe French cable had been al lowod to land here. Napoleon must have understood this hint, and he ought to have seen the propriety of sending prompt and liberal reply. But why was no reply sent by the Emperor?

With a full appreciation of the im pojtance of torpedoes In future warlike operations, the Navy Department is about organizing a torpedo corps, to be com posed of naval officers, under the flirec tion of the Bureau of Ordnance. Stations will be established at Philadelphia, Ports mouth, N. H., Boston, Brooklyn, Nor folk, Pensacola and Mate Island. After being properlyinstracted In the construc tion and use of torpedoes, the officers of the new corps will carefully examine all our principal harbors, inlets and navigfr ble channels, with a view of rendering them Impassable to the ships of an enemy, by means of torpedoes. They will also be required to adapt the torpedo to offen sive as well as defensive purposes. This is a step in the rightdirectfon. Aa«ne of the great maritime powers of the earth it is proper that we should be the masters of every arm in the naval service, and nmong the most important of these mus now be ranked the torpedo.

The Democratic rebellion and-Demo cratic opposition to reconstruction have saddled upon the people of this county an immense public debt. To pay the interest thereon and to gradually remove the principal, a vast amount of money must be raised. It is possible that some means might.be devised that would bear less heavily upon the business interests of the country, that would be more in con sonance with the habits of the people, than tne system of stamp duties. Bat the insurrection, or revolution, which the Journal advises, is not the true remedy for this nor for any other grievance which any portion of the people may be suffer ing.

When an editor permits himself speak of any regularly enacted law of tbe land as "a most damnable, infernal out rage that ought not to be submitted too for a single day/' he means, if there is any meaning in his words, that forcible resistance Bhould be resorted to. He oounsels revolution, blocd-shed, destruc* tion of business, and all the host of horrors that follow in the train of war.
