be done before all the revenues justly due to the Government are collected. Judge Binidict, of the U. S. District Court for the Southern District of New York, recently created quit? a sensation by his charge to the Grand Jury, calling atten tion to the many and great frauds upon the revenue. .(The nature of a drawback claim and the papers necessary to establish it Were explained,, after which the Judge said: ''Numerous sets of such pa pers, as the Grand Jury will'see, repre seating sums of from $500 to $7,000 each are false, no suoh goods having been ex ported, there being no 6uch shippers and no such manifest on file, the bonds being fraudulent, the signatures forgeries, and the affidavits peijuries, have, within a apace of six months' time, passed through the Custom-house he£a,~been certified! have .then passed through the Depart ment at Washington anathere approved, and corresponding checks have been drawn and paid,every one or nearly every one, upon a forged endorsement, until the total probably exceeds ttie sum of $700, QQ0." Thbbb is, from ^present appearances, every prospect of a failure in the crops of England. This has been owing to the continuous fall of cold rains, and the unusual backwardness of the season. Until within a few weeks, the general temperature has been even lower than it was at midwinter. "We learn from our late mail advices that even in those portions of England where agricultural products are generaly the most advanced at this season, they now show no signs what ever of development, and that in those oounties always considered ,tbe bee wheat-growing ones, not an eft of wheat was seen only two or three weeks ago.— It is believed that unless there should be warm weather an^l plenty of sunshine for the next few weeks, there will be little or no crop to leather. In a country like England, where so large a portion bf the population depends for subsistence upon the return* of the soil, nothing could be more disastrous in its effects than a crop failure, but it Is a satisfaction to us to know that while theirs is so bad, our own was never better, and that we will have not only enough for ourselves, but suffi cient for England also. So long as our merchants will prefer English manufactures to our own, it is a good thing that we are enabled to pay for them in our own products, instead of having to drain tbe country of what little coin there is in it. This failure of tbecrops will insure to the benefit of the United States in a peculiarly marked manner at presnt, owing to our own immense agricultural successes. It has happened, since the close of the war, that England has reshipped to us the breadstuffs sent to,her, because they commanded a higher price here than there. Of course, such a course was disastrous for, while we had to pay in ooin for our importations, we were also obliged to pay, tbe samekiod ef money for breadstuff*. This year the surplus of our granaries will not oaly pay for importations, bat to return us a handsome ooin balance besides. Every way considered, th® prospects of the country wen never more favorable than now, when Providence seems to have especially bleesed us in sources of material prosperity.

Tab flew England journals are indulg ing in gloomy forebodings as to the effee,. that the census of 1870 will have upon the representation of the several States in Congress. It is believed that the unpaiallaled growth of the Western States in population will reduce the number Congressmen from the old States, therefore a system of representation compounded of two elements, population and wealth has been openly advocated. The Providence Frets, in commenting upon this subject, says: "The West is superior numerics! strength, the East is far super for in Saancial importance. This fact will necessitate the consideration of the just basis ofapportonmentthat thesoction which contributes its capital to promote tbe material growth of the oountry, may not be compelled to be satisfied with a small minority in the House of Bepresen tatives, while the West, dependent, at least in the early part of its history, upon the favor and patronage of the East, may not have a controlling voice in Congress, and so distribute the capital which they do not own as to enhance itself at the ex pense of the rest of the country.' As the Constitution provides that Representa tives and direst taxes shall be apportioned among the several States according to their respective numbers of persons, no change can be effected without an amend ment to that instrument.

is in its holiday dress, welcoming the hundreds of old Yale's children who re turn at the annual misnamed commence* ment festival to greet each other, pray "bletssings- hied" upon their Alma Mater, and witness the addition of another brood of a hundred to the already large family This brood is all hatched, having to-day broken the shell and safely come forth into the world. This hatching process takes place in one of the churches of the city,in the presence of the alumni,who oc cupy the body of the house, and of tbe la dies who crowd the galleries. A few of the brightest of the brood "peep" as they break the shell, and then all assemble on the stage and listen to a speech from the President, familiarly called "Prex," and wbi$h is made in Latin, and are present ed with the "sheep skin,'' a parchment upoii which is recorded, io Latin, tbe fact of their laving completed honorably the oollege courseof study. Said "sheepskin/ so highly prized, an&in some instances won with loagand hard struggles against poverty or other adverse ircumstan oes, is proudly and gratefully received. There are many other streets which in any other city would be considered rich and rare.
The chief features of the city are, as its name indicates, an abundance of elms which seem to grow here with remarkable luxuriance and beauty Us "Greens'' whi^h dot It here and there, all beautifully shaded with the ever present elms, and upon which the stranger comes unexpectedly in the very midst of the business parts of tbe city, and also where most thickly settled and its singular mingling of city and country. Besides the numerous Public Square ,always called "Greens" here, which do much to give one the pleasures and beauties of the country in the midst of the city, the real country lies very near. A walk of five minutes from the chief hotel of the city, brings one into the midst of a natural and dense forest. But the great feature of this city and that which gives it its character abroad is

As you go up the main street, passing one of the longest greens and the beau« tifully arched street, you come upon old Yale embowered among tbe elms. Tbe buildings are of brick, are old and without architectural beauty. In fact the stranger is always disappointed. In therear of this long line of eight old brick buildings are Alumni Hall, he library and the new art building, each of which is built of dark brown sand stone, and all are in the best style of architecture. Io time the old brick buildings will probably give way to new ones of stone and of more attractive appearance. The stranger says, "the sooner this is done the better but the graduate hesitates to sacrifice the thousand pleasant associations which clustajr around tbe old halia and rooms. There is a general impression that Yale College has immense wealth. The truth is that until within five or six years, her po»Ar^r has been her curse. It will be along time, however, oven at tbe present rate of in* crease, before she will be in any danger of waging. f»t and kicking, I Besides the college proper there are in process of erection,a medicil school, and what is termed a scientific department. In the college proper, or academical depart mentthere are upwards of five hundred stu dents and in the other departments three or four hundred more. The necessary expense of the rtifular courseis from $800 to $80$ per year.
DIVISIONS.
-In the Academical department, the course of studj^ extends over a period of four year*. The classes at present are di vided into four divisions according to scholarship. Formerly the divisions were made alphebetically, but during the past year the West Point plan has been adepted. It will be gratifying to the many friends of young JAMBS Oaket to learn that he holds a plaoe in the first di' vision, and is, in all respects, meeting the highest expectations of those who knew him ih our public schools. He has now entered upon his sophomore year, .and is a'lowed to sit upon the1 college fence, position of ease and honor not allowed the Freshman.
It. was my purpose to give some .account of classmeetings, but this I must reserve for my next. WANDKBEB.
