A satisfactory »rrar.g»ment has been made with S cetary Fish, by the officers of tb» French Cable Company, whereby our Government permits the landlne of the cable upon American territory. Tbe difficulty arose from the foot that the French Government and granted to this company the privilege of a charter for twenty years, and under that no American cable could land Wire upon French tern tory. Tbe manager of the French com pany came here last week, and, after several interview with the Secretary of Spates agreed to hand over to tbe State j/epartment a written document, pledgor the company to give op their exclusive privilege in France, to acoept tbe future legislation of Qongrets in regard to Atlantic telegraphs. Atr Fish, having thus attained hm object 1& compelling the company to accept the condition presented, glv# the neoessary permission to land tbe cable at fhtbnrv, Mais. where it will be by Friday next.

Correspondsncc of Indlaa»dol!s Journal The construction of tbe new line of railroad between Indianapolis and St. Louis has been made a certainty by the epcurson of the Directors of the Cleveland Columbus and Cincinnati .Railroad just ended. The history of this enterpriser is briefly this: In the fail of 1867, a lease was effected of the old Terre Haute, Alton and St. Louis line, ihe parties to which were the C. C. C. & I- B.H, .aiid tbe Pittsburg, Fort Wayne and Chi cago Railroad. After securing tbis lease, a contract was entered into between these "two roads for the building of the line between Indianapolis and Terre Haute, the link necessary to make through line betweeen tbe Bart and Mississippi river but tbe consolidation with, or rather the lease of the Pittsburg and Fort W»yni» road by the Pennsylvania Centrbl, who is .he builder of the St. Louis and Vandal la's line, and in wbos* mte the present
Terre Haute and Indianapolis road work*, somewhat complicated and tor a time endangered tbe project. The half owoer.bip in tbe Alton line and in the contract for the iin between Terre Haute and Indiana* polis, ei joyed by tbo Pittsburg aod Foit Wayne road, passed with the lease into the hands of the PenusyiTauia Uentral, whose intersts are of Course inimical to the new road, and that directory has been engaged in various negotiations to tbe end of stopping it, agreeing to refund ail monies expended, take up the lesso of tbe A ton line, and give the C. C. C. 41, road a running arrangement over tne present Terre Haute road, and tbe old Alton or the new Vandaiia route, as might be preferred. The Intention of the Penney lvaala Central was to operate the Alton line for its local business simply, and give the Vandaiia route all the tbrougb traffic. The effect of such an arrangement as this is easily to be foreseen. A periect monopoly of the St. Louis trade would be created, in addition to wbiob, Indianapolis would be at tbe mercy of one line for the supplies of coal and iron which are now ooming to us, feeding our manufactories, and in tbe future to come more largely, from the counties lying between this point and the city of Terre Haute.
