Canby on Thursday expresst-d his gratification at the manner in which the Virginia election was conducted and pronouticed it one of the fairest that ever occurred. He says the whole country has cause for congratulation at the success of tbe President's policy in reconstructing Virginia. Uuder tbe reconstruction acts Governor Walker cannot be inaugurated until after the State Constitution has been accepted by Congress.
