Gt— Biwar -Qity, Wyoming, dated yeeday, says one of tbe members of the oelebrated Powell exploring party has just reached this point, having escaped after incredU?!# hardship out of the canon of tbe CWWM*.

He reports that the whole party, excepting himself, perished, while attemptins to cross the rapida. He had crossed above, and from the west bank witnessed the ft Iglitful disaster which left him alone five hundred mile* from the nearest settlement, wiibout supplies and almost without hope. Not daring to leave the stream lest he should get lost, he ascended the bank to this point, the crossing of the Pacifio railroad, where he has received such attention as he requires.

To this the Republican appends the following editorial note: ••The fact that tbe dispatch fails to give the name of the survivor of the expedition, leads us to hope that the statement may fiH*1web (old by some half starved hunter who wished to enlist sympathy.— Undeniably it is possible, even perhaps probable, if half the stories of travelers are trua, the rapids of the Colorado can only*be crossedby birds."

General Dix is reported as saying that President Grant bas fallen at last into the hands of politicians, and though be may mean well he cannot resist the influence around him. His appointments have been disappointments, and unless he relieves himself soon his ruin is accomplished.^

OCEAN BANK.

The loss of depositors by the robbing of tbe Ocean Bank is believed to exceed half a million dollars. That of the bmk itself a trifle less than $26,000 in current funds, in addition to $22,000 in negotiable bonds upon which the bank had made loans.

A rumor is circulated this afernoon of the arrest of Col. Ryan. Several other leaders of Cuban Expeditions are to be arrested.

Col Roger A. Pryor will, it is said, be indicted for attempting to violate the neutrality laws.

Gen. Geo. Courier bas been held to b»u in $6,000 to answer a charge against him, and $3,000 to keep the peace.

Some say an expedition has actually gone to sea in the Quaker City, while U. S. authorities assert positively it is under surveillance within two hundred miles of New York. sxirrocATioN.

It is supposed the insurgents executes an entire company of Spanish soldiers captured at Sabata Nuevita and carried off the corpse of a Spanish officer which was found in the ruins of one of the houses.

London, June 29.—The Star to-day commenting on the reported departure from New York of Col. Ryan's expedition brings tbe circumstances to bear upon the question of claims now pending between the United States and Great Britian. It says, we are interested in the United States government in this matter. As America now stands in relation to the Southern Confederacy, her neutrality laws must be thoroughly and effectually enforced or she will lose the hold ahe has gained on public opinion which insures the favorable consid^ation of the AlaiJama claims.

The- Alabama escaped unarmed with an ordinary merchantman's crew on board, and we are justly held to have incurred a high degree of responsibility for the consequences. Tbe departure of a party of 800 men jTrom New York harbor, at far as can be judged from preeent ac' counts of tbe affair, appears-to be an infraction of neutrality just as flagrant as the-escape of the Alabama, and one which could much more easily have been prevented.

June 29.—A meeting was

hald.last night to urge upon the government the release of Fenian prisoners.— Nearly 4,000 persons were present.

Mr. E. Burt, a prominent lawyer, made a speech, and said the motto of all true Irishmen ought to be "Bide your time, put your trust in God and keep your powder dry." If the British Government persisted in keeping these men incarcerated, all its professions of conciliation would be uselese.

Mr. Williams, of Dungannan, made an impassioned speeoh. He declared the Fenian prisoners would not accept merely their demanded justice from the Min« isters. If the latter refused it, let the blood be upon their own hesdf. He woull nit, however, advocate a resort to the sword, for that doctrine waa oat of time.

Washington, D. C., June 29.—Admiral Rowan reports to the Department from Yokohama, under date of May 13, the expected renewal of a civil war in Japan, the season for military and naval operations having arrived.

FROM KANSAS.

Surveyor General Babcock, of Kansas, in a letter to President Grant, dated June 25, says Governor Harvey had Visited in person all tbe settlements where Indian enormities were recently committed and ascertained that more than 30 persons in all had been killed.

Agent" Hoag places the number at about 20. At tbe time of tbe oatbreak four surveying parties were in the field. All had returned. Two of them report they saw no Indians.

Tbe third party say tbey were attacked by a small band, which fled after the surVdjing party had fired four or five shots. All the surveying parties were frightened and decline returning to the flejd at present. The Indians are not combined, and do not intend to brin^ on a regular war. There are several small bands hit' 'g -ths country and intend to ki 1 and plunder without taking too many chances.

Settlers and trains are in great danger from these parties. Gen. Schofleld has comparatively few troops for so wide an extent of country.

The Governor of Kansas thereforo asks the trident for additional troops. If they cancotba furnished, then he requests authority to raise a regiment of volunteers, and Surveyor General Babcock joins itf the request.
