On the 1st of May Minister Webb,reeetved a- note from the Brazilian office stating that no disrespect was intended toward him, but that the American government not having announced to the Brazilian Minister in Washington the result of the promised reconsideration, nor for the issue of renewed and modified instructions to General Webb, keeps his government in tbe same state of uncertainty that it was in before^ and from which it cannot depart except in such manner as shall have full consideration for the respect due to our minister, and from one government to the other.
On receiving this note General Webb replied ia severe language, demanded his passports and obtained them. The Supreme Court of this State approved the validity of the provision of the oity charter requiring foreign to«aranee. companies having agencies In this city to pay two dollars on every $100

Ducat vs. the city of Chicago, in which he claims from the city $376,639, the amount of tax which he had paid to th6 city as agent for several New York insurances, it being claimed that the law had no right to discriminate between home and foreign companies in this respect..
The case was decided for tbe defendant by the Superior Court of Chicago, and that has 'no# been afflriA«*l on appeal.— In consequence of this decision the city. has commenced suit against twenty-five agents, to compel them to pay the'back tax which they have heretofore neglected to do.
