A Useful Cbsrity.
Mr. Corcoran has been subjected to good deal of denunciation, and to some more serious damage, for his aympathy with the South during the rebellion. But he has been doing "works meet for repen tan ce" since the war closed, and since be has been permitted to ruturn to Washington. His gift of bis magnificent building on Pennsylvania avenue, with very large collection of valuable paint--isgs,—as an—art -gallery, to the City of Washington, was a worthy and generoos donation. And he has done a still more noble an.d beneficent aot in establishing at a coat of over $200,000,a home in Washington for the widow* .of officers, clerk* and other servants of the Government, who may be left in need of auch charity There is so course of life in need of such charity. There is no Course of life upon which.an honest man can enter fn this country, with amors absolute oertainty of being reduced by it to absolute poverty and destitution, than that of tkeMrrictsf the Qoverjityent.il is as sure to produce thia result as drunkeness, profligacy or any of the more flagrant forms of vice. No matter what advantages of youth, health, strength, or conrage a man may have when heenters upon it,they are all sure to vanish. He cannot more than live on the poor pittance whioh is ali the Govnmmant p»y for his services, and if he unfortunate, enough to keep his offlee till age, failing health or sickness render him helpless, he is sure'to be dismissed to make place for some healthier, and therefore hungrier applicant, and Is turned adrift without resourees and without friends. If he is fortunate enough to.be turned out be fore he. is too old, or toospiritiese, to mako for, himself any other» career, he may be vable in time to provide for the wife and children who are dependent upon him,if he does not spend the reet of his life in whin ing over what he will regard as tbe greatest misfortune, but which a little energy would make tbe {greatest piece of good luck, that could possibly befall him.
But there is no class of our population and especially of the population of Wash ington, more certain to need charitable •da and relief than the widows and chil dren of Government clerks and other officials. And no direction could possibly be given to a munificent charity more certain to meet positive and imperative want, than that of tfhich Mr. Corcoran has gi^en'to the charity be has just estab tithed at Washington. It is fortunate that the rebellion leit him with the means to do so great a good. And it is doubly fortunate that,', after the experience* he has gone through, the rebellion should have left him inclination, as well as the means, to found so useful and so necessary a charity. Tbe different departments of ibe Government serve very well as hospitals and poor houses for its ememployes, while they livebut when they die other sources of aid are needed by their widows and orphans.—N. Now that the great Pacific Railroad is an accomplished fact, reflecting honor on all who have chared in its construction or advocated its claims, the secret of its birth becomes a matter of more than or dinary interest. Hon. Thos. Benton and George Wilkes both are credited with brilliant defense of its feasibility long be fore any one could be found to take hold of the work itself. The friends of Gov ernor Pollock, however, make out strong case to establish the claim that he took ihe first official step in the matter, Upon his motion in 1848, in the House of Representatives, a select committeee was raiatd to take the question of a Pacific railway into consideration. This com mittee consisted of Hon. James Pollock as chairman, Hon. Robert Toombs, Mr. McClelland, Mr. Hilliard, Mr. Dixon Mr. V«nabie,Mr. Taylor, and Mr. Melay Tbe report of tbe committee emphatically recommended the undertaking of the work, but the attention of the country was diverted to o»her affairs at that time, and no action was ever taken. Mr. Pollock's report was made June 28, 1848, and will be found at length in the third volurhe of the Journal of the United States House of Representatives, first aes sion of the Thirtietn Congress, No. 733. This, with the report of the select committee of 1881, made by Hon. James H. Campbell, makes the official record of Pennsylvania in this matter a very strong and gratifying one.—Phil. Pre**

The chief rasir ned out of reach of the girl's friends, or of the law. Hi* victim suffered every misery, but strove, with a natural Instinct, to conceal her shame as far as possible. She became a mother in secret her xhild died, and the secret could be keptryn longer. The authorHlea took op the matter, and an indietment was found by the grand jury against: tha. mether far the offense of "secret delivery and concealment"—no proof of aihy greater crime being offered. The prisoner, unable to stand or sit upright Without assistant*, was brought into court, supported.by her mother. By the advice of counaekshe pleaded guilty to the charge against her.
After being kept in We court-room for a longtime, she was addressed by the Court with some practical remarks preliminary to sentence. The Judged welt upon the prevalence and the enormity of the crime with which die was -now charged admitted certain mitigatiagcircumatanoea in this special cue, but was of opinion that an example to those placed in the way of temptation was needed. The sentenoe was then prononne®, sending the girl for nine months to the. County Jail. On hearing it the prisoner broke her apparent lethargy, by piercing shrieks, and fell back in convulsions.
This is said to be the first cue which hu been tried )n Maine under this stat* ute. The discretion left the Oonrt in sen tences of this offense is quite wide, the penalty being imprisonment not exceed ing three years, or a fine not over a hun dred dollars. The rivers of lava still flow, and the smoke from* the crater ascends in awful majety. During this volcanic upheaval it has been very sickly here. A peculiar sort of low malarious fa ver, which has grown out of tbe foul, condenced vapors of the volcano, has preprevailed to an alarming extent, and at one time it was feared it would depopulate the Island. But fortunately, a sea-captain (calling here for supplies) distributed
