connect London and Valentia was oomr pleted to-day. It is to be used solely for transmission of Cablo business. The two Atlantic cables are in perfept working order. Whereas, the aot of Congress approved Jan. 25th, 1868, constituted on and after that day eight hours a day's work for all. laborers, workmen and mechanics employed by or on behalf of the government of the U.S., and repealed all acts and parts of acts in consistent thereto.
Now, therefore, I, IJ. 8. Grant, President of the United States, do hereby direct that from and after this date no reduction shall be made in the wages paid by.the Government, by the day, to such laborers, workmen and mechanics, on account of such reduction of the boura of labor. In testimony whereof, I bave hereto set my hand and caused the seal of the

Pearne and Cate put the motion simultaneously. and declared it carried. "Pearne vacated the chair, when it was immediately taken by R. R. Butler, a Supporter of Stokes, who called the convention to.order again.
Attempts were made to organize, whereupon the noisy and tumultuous scenes ef yesterday 7ere re-enacted. All buainess was prevented by boisterous cheering, first by one party, and then the other.— A number of speeches were made during Intervals of quiet, but they were of a criminating and recriminating character and made the breach between the two sections wider.
Finally, ubout two o'clock P. M., worried out, another motion to adjourn sine jdie was carried, and the delegates retired (without having effected an organization.
The split was on the election of tempor. ary chairman. The report of Santer's intended withdrawal, mentioned yesterday, was without foundation. He is in the hands of his friends, who have called a convention tonight to nominate him.
The friends of Stokes bave also called a convention to-night. It is prpbable that there will be two Republican tickets.
The opposition, it is reasonably certain, will bave no ticket, ihe policy of that party being neutrality.
Senter and Stokes spoke last night to parties of their supporters. Senter said the day would come when the rebels should be enfranchiaed, but it was a long way of£ Stokesj declared in favor of giving rebels who remained at home and behaved themselves, the right of suffrage.

THE SIGHT HOUR LAW.
A proclamation relating to the proper observance of the -eight hour law has been prepared and will be issued from the Department of Stat^. It provides that the pay for 8 hours work shall be the same as for ten, in the governmen establishments, in accordance with tbe law of Congress.
