It appears, from a statement in the House of Commons, on the part of the British Government, that it is cd&sidered almost impossible, at present, to reopen diplomatic relations between Snglaod and Mexico, because,, "in consequence of the interference of JtrABiZ, Consul

Hob. Thomas H. Kelson, MlniBter to MexicoFrom Harper's Weekly.]
Hon. Thomas H. Nelson, of Indiana, recently appointed Minister to Mexico, is a native 6f Mason county, Kentucky, and is about forty-five years of age. He is brother of Col. A. D. Nelson, and of the late Gen. William Nelson, United States Army. He removed early in life to Rockville, Indiana, and subsequently to Terre Haute, where he still resides and in that State has for more than twenty years been prominont in politics, in law and, since 1861, in the diplomatic service of the country. Prior to 1861 Mr. Nelson was principally known as an advocate and debater of great address and power in his own and other Western States, as well as one of tbe founders with Senator Morton and Abraham Linooln, of the National Bepublican party
Upon tha accession of the latter to the Presidency, however, he selected Mr. Nel ££r^lwayB his friend and often his legal opponent, to represent this government as its Minister to Chili. The historical years—frgm 1^1 to, 1866, during which M|r. Neison oocapiejl ibis position—werp freighted both in tbe Uoited States and Chili with occurrences whicb at once gave scope to and demonstration of bi: activity, fidelity, and~abiliiies. Though convulsed by internal rebellion, the Fed eral Government held claims of large amouzltr agaffiit Chill These Mr. Nel son pressed with such clearness and force as to secure their immediate and full pay ment and at the tame time so ably rep resented the issues in controversy in this Bepublic tbat Mr. Lincol. was constrain ed to declare that the^Qoveriunent and peopliof ChiH were thestanchost friends whicMhe United State possessed.
During Mr. Nelson's incumbency of this Mission, and while he waa President of the Diplomatic Corps st Santiago, occurred (he war befrpepi Spain and Chili, atfd the Amfincan Embassador more than to any other man does the latter country attribute the correct understand ing of, and consequent sympathy-with its own side of the struggle which contem porary governments displayed. His dis patches to the State Department are thoroughly? ^ipencjrti in' tori^, end are graphic in their de&aifWdn of the grave events and interests which came under his attention. Upon his return home in 1866 Mf. Nelson at once threw himself into tbejmemprable canvass ip behalf of th« Founeertn '"Amendment,s-and- spoke from Kentucky to Kansas, to immense audiences of people. Unanimously selected to bead the Bepubliccir electoral ticket last year in Indiana, Mr. NelBon as is the custom of the country," can vassed and spoke in nearly every county in thiC State, untfl-it was triumphantly carried for Grant and Colfax, himself bearing its electoral vote to the Capital A few days ago the President nominated Mr. Nelson to succeed General Bosecrans in Mexico, and, although contemporary appointments were critically scanned, his own 'tfas atonce reptffted upon and condrmed by the unanimous vote of both parties in the Senate.
