Spots on the sun are of frequent occurrence, and it is now held that, as in the case of t^e the November meteors, they have regular periods at which they exhibit greater number and size. The time of their max imum appearance occurs at intervals of about eleven years, and this maximum has itself.a period at which it reaches 'its most striking exhibition. Haute Library Association appointed a committee of five about a month ago, to provide a plan by which our library and reading room can be placed immediately upon a permanent basis. This committee decided that the Board should give to the public a full statement of the condition and needs of the Association, .and asji

Can we: not also rely upon contributions of valuable books and papers and funds for the benefit of the Association? The fact is, the grand start toward success in this enterprise must be made, as we conceive it,, by assistance on the part of liberal minded citizens. When this result shall have been secured, the fees from life memberships and proceeds from public lectures, will .pay all of the contingent exercises of the library, furnish a larger supply of papers and magazines, and add standard works to the library as rapidly same shall be needed.

The terms of life membership have been placed at twelve dollars, which can be paid at one time or in installments.— This is purposely placed low, so tbat the poorest may become members if they desire. Only let the Trustees be assisted in starting this worthy enterprise, by these of our citizens who can well afford to make a small donation in addition to the fee for their own membership, and our association will Boon number two thousand members instead of two hundred.

How many are there in our beautiful and flourishing city, who are really anxious to see. intelligence and general information coustantly increasing? How many are willing to emulate liberal-minded citizens of other Cities? ,W* are not disposed to plead the benefits of a good library.

You are willing to admit that they are gteat and lasting. You acknowledge the theory. Will you not help to practice? You cannot in justice to yourself and your 'childfren^ "afford to let this thing fail. Let-it be said to our honor, as an enterprising and Industrious city of tw«n-ty-thousand people, that we are able to establish and maintain a first-class libra* ry and readinjg-roott In order to give our ditieltrt arit opportunity to express theatatlvelilfSbd this sutgeat, a committee from f,the Board, consisting of Messrs.
