He had been here thirty years ago, not in the Senate, but in tbe House, and it was the Same thing at the change of administration. He would like to see the evil stopped, but he did not know how it was to be done. He never went hear the departments except when he could -not help it, and be disliked as much as the Senator from Illinois hanging around the doors and ante-rooms ef heads of departments.
