It is truethathe did pardon a few traitors, and treason is a "political offense," but counterfeiters and thieves were the men who applid to him with almost absolute certainty of his clemency If these are merely political offenders, then the convicts who fill our prisqps under sentence for murder, rape( robbery, arson, etc., have been guilty of nothing but "political offence ," and it is "a mean and' deleterious policy to keep your dungeons and prisons fiilled" ^ith 'uch creatures: The Johnsonian "policy" would abolish two of our most important State institulfons'and release a thousand men who are certainly no worse than many subjecii of ft Is clemency.

Gentlemen of the Senate and Home of Reprumt'itivK No one more sincerely h-rn mytelf regrets the necessity which xisted for converting a special session of •he General A"Senb'y attbiitime. The duty of calling you together atiha earliest practicable period after the termioat oi of the late regular "session was so obvioue bat I do not intend to occupy a moment if your time in justification or explanation of the proclamation in pursuance of which you are now assembled. By tbe resignation of seventeen Senators and thirty-five Beprtoenatatives, two days prior to tbe last legislative day of tbe late *egular session, the General Assembly was practically dissolved, the quorum be ing, by said resignations, destroyed in both Houses. "When this happened, no ippropriations bad been made to meet tbe ordinary expenditures of the State Government for the years 1809 and 1870, or for the support of tbe benevolent and otber publio institutions 0/tbe State during the •ame period.

The fact that the General Assembly has, oh three different OOtfations within the last twelve years, been disbanded by the action of a majority of its members before the appropriations necessary to carry on the State government and meet the current expanses of .the benevolent institutions bad been passed, seems to imr peratively demand tbat these absolutely neoessary appropriations should be provided for by a permanent and continuing law that shall bo placed beyond and above the dettands and vicissitudes of mere party organizations. To thla end, I respectfully recommend the passage of an act providing th'M, Whenever tbe General Asseinbly, at its regular biennial session, shall fail to psiss laws making appropria tions for the ordinary expenses of the State government, and Cor the support of its benevolent and other public institutions, then it shall be competent for the

By tbe Revenue bills pased at tbo late session, the State Debt Sinking Fund tax was reduced one-half, or from twenty cents to ten cents on each one hundred dollars in value of property, and tbe State Debt tax proper was reduced one-fourtb, or from twenty cents to fifteen cents.— Tbis is certainly a satisfactory reduction, and, ii local taxation could be reduced in a corresponding ratio, there would be little caase of complaint of the burthens of taxation. With tbis large reduction, tbe State will still te in a condition to make all tbe appropriations contemplated at tbe regular session, and increase tbe allowance to the Soldiers' Home te the extent asked for by the Trustees of that institution. 1 believe tbat duty to our disabled soldiers, and to tbe orphan children of those who have passed away, requires tbis at our bande. A careful study of tbe facts staled in tbe supplemental report of the Trustees will convince any unprejudiced mind of tbe necessity of such an institution, aud of increased liberality in your appropriations for its en largement and support. 1 herewith also respectfully submit for vour consideration a supplemental report of tbe Directors of the State Prison South, showing that, for reasons therein set furtb, the finances o( said prison are not in to favorable a condition as was represented in tbe late annual report of tbe

Directors. This discrepancy grows out cf Lhe fact, as tbe supplemental report al leges, that the late Warden bad contracted debts on account of tbe prison, no account of which was contained on Che bcoks, and no report of which was made

tbe Directors. This supplemental report alto a6ks an appropriation for re pairs: and shows that tbe number of prisoners is decreasing, and that Marion county should bo re-annexed to tbe Southern Prison District.

Ghee, Esq., one oi the Directors of said prison, tbat be has accepted an appointment under the General Governmeut, (viz: that of Gaugorof Distilled Spirits,) and has qualified, thereby vacating his office of Director of tbe Prison. I herewith. submit a copy of bis letter announcing the fact, to, tbe end tbat you may take suoh steps to fill the vacancy as to you may seem proper.
