The committee believe that from $50,000 to $100,000 oan be saved annually, if Senators will only assist them, ai)d not presa the Sergeaut-at-Arms for the appointment of persons when the exigencies of business do not require it, and •when provision has been made therefor. two countries to be about equal. The United States expect to meet all their obligations at their maturity, but with all our boundlets resources, and the uninterrupted infusion of fresh blood by immi gration, tbe task assumes Herculean proportions, and every branch of Industry is necessarily taxed to the utmost Of its ca p&city, to meet tha present ordinary expenses of governmot^and the interest on tbe debt Tbe contrast presented by the extent of tbe resources, and the cbarac terof the people of the two Countries will, therefore, afford an l^dex of the ability of Spain to bold up BSr head un der suob an oppressive load. Her only source of revenue is taxation, and the various industries upon which the burden must fall havo been prostrated by years of misgovernmont in all its varioua phases.
Bad as is this shoeing, the exhibit becomes still more discouraging when we glance at the present revenue,in comparison with tbe necessary expenditures.' The ostensible revenue of tbe country, according to the latest reports, is about $123,150,000 while tbo annual expenditures, which cannot be reduced, even by a good government, reach, at the lowest estimate, $128,600,000, leaving'an annual deficit of $5 450,000.
The substantial and permanent revenue of the country, however, falls down to $96,800,000—inc ndlng tbe highest esti mate of receipts from tbo new house tax and from the lotteries which the reformers propose to abolish—widening the gap betwweti Income.and expenditure Jo fall $30,000 000. And this,-it must be borne in mind, assumes the army and navy to be on a peace footing, with absolute qufet at home, and the most friendly relations abroad.
