to-day. V. •-j--'-?

THERE bits been much dircutsion, and some well-founded complaint, relative to the constantly increasing cast ef running the L'gialative department of the Genqral (Juvernment. Same light was thrown on this subject, tbo other day} by the report of Senator

CRAGIS,

chairman

of ibft committee to audit and oonWol tbe contingent expenses of the Senate.-— Af.er quoting the law in reference there1to, and stating to whom tbe power of appointment is given, the committee say that the number of persons employed the past few years has been largely in excess of the number limited by statute. ?be law of 1854 also gives the ages of pages to be employed as not less than thirteen years of ege, and not more than seventeen. The committee believe that from $50,000 to $100,000 oan be saved annually, if Senators will only assist them, ai)d not presa the Sergeaut-at-Arms for the appointment of persons when the exigencies of business do not require it, and •when provision has been made therefor. Senator

remarked, after tbe read

ing of tbe report, that the pages employed a few years ago were worth much more than those at present on duty. He complained that the lads were too young, and not calculated to go upon errands outside of the. Capitol, which was yery often required of tbem. a?

From this it would seem' that it is not beneath the dignity of those "most potent, grave and reverend" Senators to crowd children into places at tbe public crib in-violation of law. Wonder if they "go snaoks-" wkh-the-^llttle bubs" in the matter of pay

MOSTFKNSJEB,

and the uuifersal indorsement of his entbronoment by the people, should tbts programme be successfully car' rled out, will leave Spain still in a most precarious condition in short on the verge of bankruptcy. The fund ed debt of tbe, country now reaches a total of $1,185,000,000, requiring an annual appropriation of about $32,600, COO to meet tbe interest, without any margin for a sinking fund. In addition to this, tbere la found to be a floating debt of about $120,000,000, swelling the total indebtedness of the nation over $1,300, 000,000, while its present population does not, at tbe outside, reach 18,000.000.-— If we assume tbe population of tbe United States to be otoly thirty-live millions, which is far below th* mark, we find the per capita

debt of tbe

two countries to be about equal. The United States expect to meet all their obligations at their maturity, but with all our boundlets resources, and the uninterrupted infusion of fresh blood by immi gration, tbe task assumes Herculean proportions, and every branch of Industry is necessarily taxed to the utmost Of its ca p&city, to meet tha present ordinary expenses of governmot^and the interest on tbe debt Tbe contrast presented by the extent of tbe resources, and the cbarac terof the people of the two Countries will, therefore, afford an l^dex of the ability of Spain to bold up BSr head un der suob an oppressive load. Her only source of revenue is taxation, and the various industries upon which the burden must fall havo been prostrated by years of misgovernmont in all its varioua phases.

Bad as is this shoeing, the exhibit becomes still more discouraging when we glance at the present revenue,in comparison with tbe necessary expenditures.' The ostensible revenue of tbe country, according to the latest reports, is about $123,150,000 while tbo annual expenditures, which cannot be reduced, even by a good government, reach, at the lowest estimate, $128,600,000, leaving'an annual deficit of $5 450,000.

The substantial and permanent revenue of the country, however, falls down to $96,800,000—inc ndlng tbe highest esti mate of receipts from tbo new house tax and from the lotteries which the reformers propose to abolish—widening the gap betwweti Income.and expenditure Jo fall $30,000 000. And this,-it must be borne in mind, assumes the army and navy to be on a peace footing, with absolute qufet at home, and the most friendly relations abroad.

These'stubborn figure! Indicate how serijus* is the problem which is brought before the statesmen of Spain for solution. The military budget is already the smallest, in proportion to the population, of any European pt»wer, and no material reduction oan be made Itj this- quarter,-even If the people quietly submit to the yoke of MOVT^KNSISB.

New taxes, .and a com-

promite wiih the creditors of the nation, are, therefore, the only seeming alternatives. The solving of such a financial question will require a bolder stroke of •Saftuhaniiip than the dethronement of ISIBILLA

II,

and the enthronement of

A Democrat Defeated for Congreu by tt Catholic Priest.

From the N. T. Sao.]

L*ter retard from Connecticut show the defeat of Mr. Jatnes F. Babcoclr, the Democratic candidate for Congress in the Second Congressional.District. Thisun-looked-fbfrtesult i» due, w« learn, not only the vigorous and persistent efforts of Mr. George Francis Train, but also, in great measure, to those of Father Carmody, a Catholic priest whose parish lies withfn tbo contested district Tire rev erend gentleman threw til the weight of bis influence against the. Democratic party, and the reasons be giVes fw.r doing so go a gr*at way, we tbink, toward excusing, if they do not entirely justify him.

His position We understand to be this. He bas no interest in tba.defeat of the Demoorats as a poiitioal party, but he does care for the morals of theyourg men committed to his spiritual car*. According to him, the Democratic politicians, in his neigbbartroodrat tbi laA eleclion, induced many of his parishioners not yet twenty-one to perjura themselves by swearing that they were of full age and therefore entitled to vote. Soch conduct he felt bound,..in his capacity as a Christian minlater, to reprobate, and Jie accordingly did so to tbe? extant «f Ms ability. He denounoed the Democrats, not for their politics, but for their immorality of tbeir conduct and as the result shows, bis bearers mu^t have been satisfied of the truth of tbe facts upon which ha based bis denunciations.

As a general thing, it ia neither safe nor Wise for clerical gentlemen to Interfere professionally in politic^ elections but in tbis case, certainly, no one can help giving Father Qarmody^ credit for a good deal of conscientious independence. The Bepubttoanaaeess, fortunately foe ihem, hot to have incurred his censure but we hope that they, as well as thoDemocrats, will take warning by tbts example, and bewate of committing th» crime which hasprevoked.it,
