Too it good President or a great Senator. COBA, through several of its wealthy representatives, is getting asocial Intro duction in "Washington. The dusky ex-1 iles are favorably received by the fail ladies of sooiety at the Capital.

THE Chaplain of the Senate prayed, «c Tuesday, that all disappointed'offlce^ieek* erg might return home an4- baQome good citicens. Certainly a very "Wholesome I and becoming prayer. JDaabtlosst it received many a reverent "amen" from the lipa of SenatorS. V',

TBI*"National JlepubUcan says thai "Senator Schurs, in- his maiden Senatorial effort, demonstrated tha soundness ot the reputation as a popular orator he brought to Washington. No jnorajroadj or pungent debater has held a seat in the Chamber in the last decade, vor any more graceful or polUhed injthe maniier of his elocution."

SKCSKTART BOOTTTSLI., in bis state ment of the public indebtedness, very properly renders a separate account of the Paiiflo Railroad bonds, treating these as in the nature of a loan, and not, like hie predeoessor, jia anaotusiF^ebirnrbese bonds, already amounting to OYOr $66,000,000, may have to be paid at last by tbe Government as surety, but that is alii nor.ought this ever to happen. At present, tha Pacific TUilroad Companlea are tha responsible debtors.

TBBexact value of John Stuart Mill's endorsement of ttnrtfwtickes civil service bill can be approximately judged from his statement, in that connection, that he has "long thought that the appointment* to office, without regard to. qualifications are the worst side,{of American institu ttoos." It is possible for a great man to be greatly misinformed. Government appointments are not alwaya free from the objection assumed, but broadly stated as it is by Mr. Mill, his "worst side of American institutions' is a libelous imagination, either original or borrowed

from-ioose talkers on the subject in this country. Mb..JBNCKEC has recently deliveredja forcible argument in support of his civil service bill'. He does not claim that his bill will eventuate inseottfing perfect appointees, bat that competitive examinations, coupled with a probationary test, would secure integrity and ability. The idea that it would create, an aristocraoy of clerks wtafaily met. Tbemeasure is ona^hat will most effectually insure an economical administration of the Government. Extravagance does not come from the Itigher- officials, except through the connivance of subordinates. The principal's hands u« tiad nntil the agent ic bribed. Let merit be the test of qualification and the minor officers will feel independent. Certainty and despatch will characterize departmental business and red tape will vanish.

A Hew Albany Sensation Dr. P. B. Hoyt, a homeopathic physi oian, of Norwalk,-Ohio, baa been creating a sensation at New Albany. He made his appearance at that place on the 23 of February, and put up at the De paw House, in company with a very pretty woman, whom he represented to be bis wife, and two children, aged thirteen and fifteen. He pafi his bills promptly, and thoiUy afterward rented and occupied a house in that city. Everything went smoothly in the new domicil until Tuesday, when they both packed up and shipped. Toe woman stated that she is a natrve of Belfast, Ireland, and was to have mtrried the doctor, bat that sot liklngslta wty he Waa:actingT abe sifterward deeded not to do so. The Boston Herald!a correspondent says: "They bave jtdvanced on ihe-Capitol, of late, in greater force than ever, and have commenced to lay siege to Members and Senators at their boarding-houses.

The other day I asked the doorkeeper of the Hquae. wh»ta opposite Uw ladies' reception-room, how many womren had ai:nt in their cards in one day to Members, and ho replied, -t-Throo hundred and eleven."

The notorious Mrs. Cobb is a daily visitor, circulating in the cdrridon and lobbies of the Senjte and Houft, and plying her vocation as a lobbyist.

Perhaps, from this stand point, all that Mr. SprtgUg Han WW abUUt "tile social condition of things is true here. A«Byway, the scene is getticg disgraceful. It a great pity that tbe names of thoae members who flaunt with prostitutes and insult decent girls at the capital, could not be paraded in print. It might work a reform.

The President seems to have away of his own. He has not left Cincinnati and Newport alone in their tribulations under foreign Postmasters. Louisville can sympathize with us in this "onpleasantness." James P. Luse, proprietor of the New Albany (Ind.) Commercial, hts been appointed Surveyor of Customs for Louisville I Mr. Luse is all right as a Republican, &.,.but it is hard for the 'Louisvillians Jo welcome a'Hoosier to their most lucrative office. But, Let us have peace!" and in order to have it local pride must be mortified, and tbe people must break down the fences that have hitherto divided the great field of fraternity into ten-acre lots.

Even mountain ranges or_^rea,t rivers must not continue to be sectional boundaries. "Lands intersected by a narrow frith" must no longer "abhor each other." "Mountains interposed" must no longer '•make enemies of nations." Wonder If President Grant is not an admirer of Cowper? He could not find a more interesting "fritlv'to practice on than the Ohio and he fejms in a fair way to strike the old ditch out of the map as the dividing waters between people th«t should "ruitigl into one." In answer to the article of "Studiosis in last weeks Press, we deaira to say that the objection made by teh friends of As» bury University to the selection of Voorhees for orater by a minority of the students, is not because be is a member of the Democratic party, but because of his infamous war record. Instead of repenting of his action during that time, as Long street bas done, be speaks of it as the brightest portion of his c»reer, and never so happy as when hob-nobbing wtth the red-handed leaders of the South while they are boasting of the valor they dis played in destroying the friends and relatives of those wno have heretofore and are still cherishing and supporting Asbury: and hoJiMm-tter|Hffapalzpsrt:~6rrthe audWnseB during Commencement week.—Voorhees has not cherished his Alma Mater, but, on the contrary, we feel war anted in saying it has been his practice to denounce her as a hot-bed of abolitionism

We are told that Voorhees in his let ter of acceptance says—"I value this mark of confidence and respect on the part of tbe young men of the University as highly as any I have ever received in the whole courae of my life How the cheeks of those students who have a live ly recollection of the history of the past eight years, and who took any interest in the overthrow of tho rebellion, must have tingled with shame and vexation as they read those words 1 It places them in a false position, for, of tbe three hundred students at Aabury,-there are not more tban a baker's dozen who either honor or respect D.
