HOWABD, Commission er of the Freedmeri's Bureau, will be re lieved about the 1st of April by Brevot Major-General E, Hatch, Colonel 9th Cavalry, who has been ordered to "Washington from New Orleans, where he has been on duty for some time past. Gen Howard will be relieved on account of his services being needed elsewhere, it having been d6termined to assign him to duty in the Indian country, probably as the successor of General Sheridan. The affairs of tbo bureau are now being wound up, preparatory to closing it, and the services of General Howard will be of more importance in the West.

SINCE the late rebellion so hugely ad vertised us and our belongings, Ameri can prestige has become a very decided recommendation abroad. Thejways and means by which it exerts its influence and the direciion In which it tends, are very varied. Not the least amaping the fashion affected by wholesale adventurers abroad of working under the fictitious connection with some of our lead' ing men. Germany has been swindled out of sympathy and florins by a pseudo nephew of Seward, and more recently Gon. Sherman, by rascally proxy, has been revelling in St. Petersburg. However mortifying it„ may be to discover the national credit thus disguising fraud, there is some alleviatiou for the smart in the exhibition of foreign regard for our productions.

Besides, according to the Constitutional provision for the apportionment ol' the State, the proper date therefor would bo 1871, the last apportionment having taken place in 1861,,

ONE of tbo most significant acts of the new Administration, and which most clearly foreshadows its policy in the South, is the nomination of Gen. James Longstreet for Surveyor of Customs at New Orleans. The nomination is not one that will please all classes, and it will doubtless lead to a general, and perhaps acrimonious discussion of its propriety.— But wo believe a very large majority of the people of the North will heartily en4orse it. Longstreet occupies an entirely different position from that of the other leaders of the rebellion. "While he was one of the bravest and most able of the Southern Generals, yet as soon as he was conquered-he yielded to the situation, and since has honestly and faithfully labored to restore harmony and peace. By' so doing bo has incurred the hatred, and brought down on his head the maledic tions of the unreconstructed. For bis manliness he deserves credit. And if encouraged and protected by the National Government, the mass of the Southern people will undoubtedly follow the lead of Gen. Longstreet, and we then shall soon see the end of our troubles.

WILL be remembered that in the not very anciont history of removals from the ^JThite House, there have been vary grave charges, and, we regret to say, just complaints, in regard to the removal of furniture which belongs to the Government from that national edifice, and at tempts to convert the same to the "mover's" own use. But Andrew Johnson, when he took his departure from the Executive mansion, if wo may credit the Washington correspondents, must have considered that the pans, pots and kettles were his own individual property. Nay, more! He, or some one in his employ-, ment, actually carried off the records of State—books and papers—so that when General Grant's Secretaries took charge it could sot be learned from anytlfing at the White House that we had ever had a President in that much honored but badly used institution. His early propensities of "cabbaging" came back to bim like the ruling passion in death. We have not the slightest doubt that, could he have found a purchaser, he would have sold out the entire institution, right, title and interest—to have and to hold the same, .„ with the rents, issues and profits thereof.
