Major Gordon, a distinguished member of tbe Indianapolis bar, has met with a very spriousjloss by fire. On Saturday night the upper portion of his house was burned. The most serious loss, however, was in the library, every volume of which was ruined. The value cf tbe library was about four thousand dollar*, bpon which there was no insurance. The loss on tbe building was about $2,000 insured for $1,500, in addition to $500 on tbe furniture that was saved. The fire caught from a defective flue. l"

OF THB

REPUBLICAN MEMBERS ofthe LEGISLATURE

People of the State of Indiana.

The undersigned, a joint Committee on behalf of tho Senate and House of Representatives, submit for tbe consideration of tbe people "the following facts:

On Thursday morning, the 4th day of March, 1869, the business of tbe Legislature was suddenly arrested by the resignation of seventeen Senators, and thirty seven members of tbe House of Representatives. The persons thus resigning tbeir seats were all Democrats, and the reason assigned by tbero for resigning was. to defeat any action by the Legislature on th« 15tb amendment proposod by Congress to the Constitution Of the United States. The Constitution of our State provides that a quorum to do business shaTl consist of two-thirds of each House It will thug be seen that a sufficient number of the Democratic members of each House resigned to destroy tbe quorum necessary to pass tbe bills atready completed, or to, mature others yet imperfect.

All or nearly all, of tbe legislation that is really demanded was in condition to be perfectod and passed in tbe three days that remained, had this revolutionary movement not occurred. It is invariably the case that the last three days of legislation are more indispensable than any preceding twenty daysof tbesession.' In those three days all tbe important bills, having previously undergone dis-f cussion, amendment, examination by committees, and thorough investigation, •are brought to a final vote, and, on matura consideration, passed^ or rejected. Thus it w»a *n this case. All the great measure were awaiting the final action of tbe two Houses, among which we may mention the Railroad laws, the Gravel Road laws, the Election laws, the School laws, and tho |laws making the necessary appropriations for carrying on the various departments of the Government, and for tbe support of tbe benevolent institutions of the State, together with the necessary provision for the payment of the interest and principal of the public debt. But the powe* of the State to use tbe money raised by taxation, for all the above named purposes, is suddenly stricken down by a revolutionary movement on the part of tbe minority to prevent the discharge of a duty imposed on the Legislature by tbe Constitu-Uou-of the United States, which every member and employe of both Houses had solemnly sworn to support and obey. That instrument provides that, "The Congress, whenever two thirds of both Houb68 shall deem it necessary, sball propose amendments to this Constitution which shall be valid to all intents and purposes, as part of this Constitution, when ratified by the Legislatures of three-fourths of the several States." In accordance with this power, and in tbe manner thus point' ed out, the Congress of the United States adopted the following: "Article Fifteenth—"The right of tbe citizens of the Unitsd States to vote sball not be denied or abridged by the United States, or by any State, on account of race, aolor or previous condition of servitude."

Section 2—Congress shall have power to enforce this article by appropriate legislation.'

This proposed amendment was certified to the Governor by tbe proper authority, and received by him on Monday, March lstr1869. On tbesameday the Governor, as was his duty, presented this amendment to both Houses of the General Assembly. In the Senate, immediately on its reception, its consideration was postponed, and was made the special order for Thursday, the 4th, at half past two o'clock p. M. It was thus made the special order for tbe day above named without a dissenting or opposing vote or voice. It was well known that tbe Democratic prejudice against negro suffrage was intensely aroused, and the members of that party were assured that the measure would not be taken up for discussion or nation until the hour and day above indicated, b.ut that the majority in tbe Legislature would move on with tbe regular order of business '4Qtil that matter should oa reached, and then discharge their duty in taking it up and acting ,yp on it. But so bitter was tbe prejudice and so reckless the opposition of tbe minority that, on Thursday morning at 8|'o*£Tick,tb%y placed their resignations ill tlM bands of tbe Governor, five and a halt hours before tbe hour fixed for the consideration of the subject. In that five and a balf hours tbe appropriation and other biils that were necessary to prevent an extra session of the Legislature could have been passed, for the appropriation bill bad passed the House of Repre&ta. tives, had been read once in the Senate, jtnd was then in the hands of the Finance
