FRANK LESLIE has, apparently, deter* mined to ascertain how far money and taste will go towards pleasing the ladies. Tbe Maroh number of his magazine, just received at A. H. Dooley's, 104 Main stteet, is, in several respects, the most elegant magaeine ever presented to the American public.
FAST DBIVINA.—A oitiien was before the Mayor yesterday on two charges— one for fast driving and another for driving on a sidewalk. The fine and costs in each case amounted to eight dollars.
In this connection we would state that the ordinance prohibiting the above does not apply to velocipedes, which will soon be the general mode of locomotion.
AN

"A
for postmaster was held
at Rockville on Saturday. We learn from Oen. Steele that there are five hundred Republican voters within the range of post offioe {delivery. Of these, about three hundred voted. Six candidates were in the field, and a one-armed soldier named Kelly, received the highest number—some seventy or eighty votes.
ROLLING STONE

an old and trite saying, but that it does gather butter was demonstrated Saturday evening. Among a lot of butter pur« chased by Heinig & Brother, bakers,* of Dan Miller, the groceryman on Fourth street was one fine solid roll, which on cutting open was found to envelop a stone weighing near four pounds. It is dge to Mr. Miliar to say that he was innocent o( the cheat, having bought the butter stone and all, of a country huckster^
COAL—During the past year^tho Chisholm furnaoe company has taken not less than 1,680,000 bushels of coal from their banks, at Knightstown, two miles east of Braail. About one-half of this amount has been used 1 the company and the balance has been shipped. The Indianapolis Furnace Company having completed a railroad from their furnace at Brazil, to Otter Creek coal banks, are now taking therefrom, 1,680 bushels of coal per day. These banks are owned by S. H. Potter, Bsq., of this city.

J»mes F. Winchell, President of the Winchell Maetiipe Manufacturing /Company, of Springfield, Ohio, is in the city with a complete working model of tho "Champion Corn and Cane Harvester,' of which he is the I^vs^tpr ind PaTintee This machine is one of the most ingenious pieces of mechanism ever applied to any agricultural purpafe^and has. been sue b&sfully#e(f-forfhrteVr four years in parts of Ohio and Illinois. It has been exhibited at the State Fairs of 1866, '67 and'68 in Ohio, Indiana, Illinois, New York and Missouri, and has never failed to carry off the first premium. Mr. "Win ehell also shows the drafts and specifications of
"Champion Corn Husker/
of his. inventions, intended to
husk corn in the field. It is to be attached to a wagon and will husk the oorn from the stalk, and deliver it in the wagon without handling. Practical men, who are thoroughly posted in agricultural and other machinery speak in the highest terms these machines. Among others, Hon. K. Wilson of Sullivan speaks of them as "The most labor saving maohinea of the day," and expresses his intention of taking an interest in their manufacture. He has, we believe, already, an interest in the Husker.
The
attended the conoert of
the Homespun Minstrels Saturday evening, and being taken sick, laid down on a bench. He soon recovered, but has not recovered a watch and chain, which some one relieved him of.
THE HOMESPUN MINSTRELS announce an entertainment at Dowling Hall on Thursday evening. This is aoompany of home artists, who give an entertainment equal to most traveling organisations, and surpassing many more ^pretentious companies,

L^LEQISLATrW,
Mv. "ftSiro* Just' now,* whefi oilr Legislators are so muoh engaged with Normal school bills, omnibus educational bills, officers salary bills, &c., it is hardly probabie they ooufii be induced to noti6«-roggestieos from a private indivld ual nevertheless, there are some changes in our laws whipl) jure positively demand ed by' every consideration of justice and right.
For tostanoe, we have a law on eur statute bpokp requiring all persons wish ing to engage in the selling of spirituous or malt liquors, in less quantities than quart, to take out a lioense every year, for that purpose, for which they shall pay to the Oounty Treasurer the sum of fifty dollars. The question wish to coneider is, whether this law is complied with on the part of the saloon keepers, or enforced by tbe officers whose duty it is to punish infractions of the same. A reference to the records in the Auditor's office will be a sufficient answer to this Inquiry. We find there, that only fiftytwo saloons in this county were lioensed for the year 1868, yielding the sum of |2,600 to tho school revenue, while thirtyfife applications were made, and lioense granted, which were not paid for, and still lie in the office, thus virtually swindling tbe ehildrenof this county out of $1,760 of their tuition money.
Then again, taking^the fifty .two who paid, for their license,, and the thirty-five who dfd not, malting only eighty-seven, m^st still leave a great many who never even make any pretentions -toward getting license. I have heard it estimated that there wf?betfeen three and four hundred places in the county where liquors are sold in less quantities than a quart. While this may be a lrrge overestimate, stflLLdo not believe that more than one-half .of them ever make appli cation for ligensfj which, including the thirty,-five above mentioned, makes an annual fraud upon the school revenue of $6,100 in this county. goito 'very good fcofreet people
STREET CARS.—The Indianapelrs -CBM tiiay say at onciytbis is the fault of the Grand Jury or prosecuting attorney, but tlrofeeApfco^Bave wer^w on the Grand
mercial is after tbe streets cars. It says "If any city in the United States can beat Indianapolis in the meanness and inconvenience of its street oars, we should like to hear of it. With their dirty, narrow doors, hung in the rear end, accessible only after wading through the mud and filth in the mule paths in the center of the street, these varied qualities make them a little worse than nuisances. Street cars area convenience and a ootnfort, but dirty mud tubs are worse thau nothing.
Jury tell ta^ tbeyjean do nothing without'witoesses, and as numbers make res* pectability, tbe saloon keeper who year ahqr year cheats- oar children Out of the fifty dollars he owes them is much more respected tban any man who will inform on him. Bsfides ,smpoee they should find,a witness ocoaslooaiijfifcAd 'fine the retailer five dbllsits, which is about tbe amount of tfie-tedal ftoV, it is still much cheaper than taking dot license. Now, I belisve vou* JLi^^lslaft<aight even at this late day io the c4*«ton, pau an aot under st^pec*^ of the nke, if necessary, something jto. this effect: That when UceaaeA &aated by thf Boatd of Oommisaionen and aot t*k*a.ont withia

certain number of days, make it the the Auditor to file the Oounty Treasurer who shall immediately proceed to collect it in. iba game manner as delinquent taxes are collected leaving nothing Aximpt-tfrttii levy 'and sale for that purpose. And, -at to those who disregard' the license law entirely make it the doty of some officer to hnnt them up*tHtoUecf thrfcMise fee at l^asti ytfll leayinfithinl4iMle to prosecution in the court if they do not obtain licafiM. And as the Treasurer or his deputies are scouring the whole oouply during a portion of the yefrr collecting delinquent taxes and lie has the names of all saloon keepers who have Jf.ald their lioense. I know'' uf no Other officer who has so good an opportunity of fencing those Institutions and ascertaining whether they have liceota o* not. JbL W-
But if this latter plan cannot be adop ted, the simple passage of an act empow ering some officer to collect the fees for license already granted, would be an addition to the wihool. reyenue of-ieventeen hundred and fifty dollars from this county alone and supposing tbe samexlifficulties exist inotber counties, there might be added to the tuition fund of!}& State, sev-eaty-five or a hundred thousand dollars annually, or enough saved in one yearsl time, to complete the Normal Schoof building. I repeat that some legislation on this subject is absolutely necessary, and charge that nqt one-half the liquor shops in this county, pay a license fee of fifty dollars once a year, which ijtunjust to the community in which they do business, unjust to the people of the State, unjust to those liquor sellers who are honest enough to pay their license regularly and not only unjust but a positive crime against tbe youth of our State, who are thus annually defrauded of perhaps a hundred thousand dollars due them for
educational purposes.

PHILIP PHILLIPS' CONCERT.
From the many, very significont notices for this concert io our .DAILY EXPBIAP some of them of a highly comitrtndate^ character, republished from other papers, the public was led to anticipate amutical treat in Mr. Phillips' performanceMJ® excellence. Tbe lar^i •udfe«$-i«fciem-i bled on Friday evening, and the character of that audieooe, -showed that expect tation had been wrought up *to a high pitch. Was that expectation met, '-atrd the treat realized? I feel almost certain that I answer' for a large part of that audience, by answering no. With the exception of that most touching and beautiful hymn "The Dying Child," I heard nothing that seemed to interest or please the large number of sabbath schoolchildren present. have keajjd} better singing foijtabbath school children Mr. Phillips sang the "dying chiM* hymn" well, bat net in a style and manner to produce tbe highest cffect. A large part of the audience was composed of those calling themselves Christians, and belong to Evangelical churches. These, undoubtedly all sympathized with Mr. Phillips in*Ms christian seal toff&& mote holy singing and congregational singing but who did not, all of them, ap prove fully of the pi*ce and ft he occksftit selected, to advance that interest with a lecture, exhortation and the reading of scripture but very little parely vo€lS

Davis' performance {ttot fe t^e *prograinme) on his bass organt, was fair, was good, but the writer has eertainly heard better intonation.
The organ performed its part well, and Mr. P. may be said to/be a goo orgaq^ But what of the jttace and occasion for all this. A concert was advertisedt and a rare treat in hearing some of our sacred, songs, sung by Philip Phillips, in ner to captivate all hearts, and make us forget tbe money it eost to enjoy it.— Perhaps some will be diipofed to say, thsit considering it was a lecture, and a very good one, and a good exhortation, and,but little good singing,' it was cheap enough. But there is a place and a time for al' things, now, as when Solooson, the preacher, lived. "God has made everything beautiful in bis time." The place and the occasion did not seem, fit fo^ so much which belong more appropriately .toAhe house of God, and to a truly worshiping assembly. Too "many in that audienoe felt that they were imposed upon on this account, and went away dissatisfied.— They could not, and did not enjoy the cdncert, because they felt that deception or misrepresentation had drawn there. there was a misu^erstaftfifg, undoubtedly. They went to Dowling Hall for no other purpose than to enjoy a rttre treat of vocal musio. Thoy went as people went a few years- ago to hear
music. V. Mr. Phillip* aims to do good, HA God speed him in r^formjog^ ohurch music in the manner in which church music is performed, but the price be asks for doing this, Is tod' m'veii oq the high church principle, and I object to it. Mr. Phillips is to be blamed fa one more par

There are many to-day who are serving a time at dressmaking for six or nine months when they could save board, time BQdexpenses'by paying some-person to learn them to cut and fit This is bat repeating a fact well known to all, aed I hope those who are wanting to lean dress-making will read carefully and consider the above fact. I do not only wish to introduce this new system for the sake of making sales but I ulso wish to aid tftoae who are trying to make a living by their .needle and often fail to do so in oonsequence of not fully understanding their busineiM, for there is no dress-maler who Can fit nicely bat what can alwiys get more to do than they are able to do consequently it ie necessary for them to know how to cut everything in the way of ladies and children's clothing to gain custom aod'the patronage of the people. So, ladies, I will be pleased to have you call and examine my patterns.
