Senator Bice,of Parke, expresses a seraJe ment for which the friends of education yl all parts of the State will thank £jxi,when he declared that the only proper~ courte to pursue is to finish the Normal School building, at once, and put the school in operation. He shows a traa appreciation of honor when he inserts thW "any other coarse will be a disgrace to the State." "Why "a disgrce" Because the State, having adopted (be plan on which the building is being constructed, and having accepted the liberal donation of Terre Haute, ia bound in honor and good faith to carry the work forward to completion. To violate that pledge of faith would, indeed, be "a disgrace to the State."

But there is still another reason why the State will court "disgrace," if it stall fail to complete the building and put the school in operation, and that reason is that the institution is greatly needed to educate teachers for our publio schools.

With the exception-of the cities and larger towns In Indiana, her free schools are plodding along half a century "behind the times." With a rich abundance of native talent, whioh could be made available in the business of teaching our children, we yet liave few good teachers except those who are induced to oome' here from other States. We honop and are grateful to them for their services in our bebalf, but we despise the niggardly policy that renders their services necessa* ry. The young men and women of Indiana, particularly the latter, need employment, and wo rob them of the means of Belf-support when we deny them facilities for making their talents available in S profesiioa for whioh they are naturally adapted.

We do a mean and contemptible thing when we make it neceisary to publish.to the world the fact that this great, rich, noble State

It is probable that those gentle men enjoy the present relation between this State and t&e East, a relation which makes us dependent not alone for teach, ers, but for almost everything else, except some of the products of the soil and a few of the coarser manufactures. It is quite likely that such Solons will be con. tent to see the people of this State mainly devoted to raising hogs, year after year, while our Tankee friends kindly supply us with educational facilities and all the manufactured articles that we require.— Such men are incapable of seeing any better destiny for our State than that of being a mammoth hog pasture and cornfield. Not that we would disparage agricultural occupations or speak disrespectfully of those who follow them, but we would encourage that independence which is easily attainable, and without which we may not hope to escape "disgrace."

While in some quarters there are vig orous efforts for the abolition of capital punishment, thejre is a great commotion raised in the State.of New Torkjust now because a ^humane Sheriff administered a doae of chloroform to criminal just before he was swung off. The Sheriff has been complained of to the Governor and legislation is called for to prevent sudb a mitigation of the extreme penalty

Washbubke is seriously ill and his condition excites apprehension He has been troubled for two or three years with, what was supposed to be spinal disease, for which he was treated & year or two ago, in Paris. There has been a return of the symptoms during the last few months, we understand, but the exact nature of hie present illness is not stated. He is a man of vary robust constitution, and at this crisis, when men of his stamp are much needed in public affairs, it is to be hoped that be wtll speedily regain his health.

Mr. Bice, tbe Superintendent of' Instruction in New York, makes this striking declaration: "That it would have been a saving of expenditure of money, and far better for the schools of tbe State, had a' hundred thousand dojlats been annually, during the p4st twenty years, deducted from tne sum apportion ed to the school districts and applied to the support of Normal training schools."

If this is true of New York where many facilities exist for preparing teachers, bow much more true is it of Indiana. Far better would it be for the interests of education in your Stat», I say this advi sedly, to appropriate the income of one million of your school fund to train professedly your teachers, than to turn over the whole income direotly to the fQhpol£ It will be as Mr. Bice has saidt or' Neifc York, an

Let the hand of retrenchment strike anywhere, rather than upon'bur inatitu tione of education those institutions which, of all others, constitute the glory of a State, nay, its very salvation. Education is even better than

Much, you are to remember, yet,remains to be done for your Sttftb Normal School, in order to carry out the designs commensurate with the beginning. Not only is the building to be completed, but furniture, library, apparatus, maps, models, fcc are to de provided and then, you are to support an able and compe tent faculty. It is an admirable arrangement which divides the expense with the city of Terre Haute—that is, if I understand tbe plan, throws the expense of supporting the model sohool upon the city.

You are to remember that the benefit of tbe school will be not merely in the direct training ef teachers. It will stand in your midst an unconscious teacheri, it will elevate the profession th-ougheut the State, it will give it tone and dignity, it will oause every teacher in the State to feel prouder of his profession, it will be a perpetual monitor calling him to high, er effort to qualify himself for the work In this respect it was wise policy to build up one Normal Institution for tbe State, rather thfin a half dozen inferior schools which would have but a neighborhood in fluence, and would awaken no sentiment of professional pride.

I know very well such equipments as propose will cost money. You cannot carry on the institution without the nerves and sinne ws of all useful enterprise —andyetTsay to you, it will prove to your State the very cheapest agency of education—and the higher the cost, if that cost be judicious, the cheaper it will be. In saying this I use no paradox.
