The reason assigned for objecting to the reading of tbe paper—as we are informed —was that it would violate the right of a member not to be called to account for words used in debate. Speaker atrfidtinced the eonsideration of the special order, viz: Mr. Pierce of Vino's Normal flohool appropriation bill, the question being on Mr Johnston of Parke's amendment, to reduce the ap propriatinn from $100,000 to $50,000.
Mr Welborn proposed to amend the amendment by making it $75,000. 1ft. Gordon at thfe first would have sup ported the first amendment. He had thought that $100,000 was too much for the object. He now considered that either sum Wfuld be an extravagance at this time. Now, the Jact had been alleged Ijere, that, at the last session, it was declared by the Representatives from Vigo county, that the city of Terre Haute would ask no more than $50,000 to cofti plete the Normal School building and when that city comes here and asks for an additional appropriation, she can not ask it as the fulfillment of any State pledge. He would favor here an appropriation to repay the $30,000 which have been bor}owjjdMfor a ^temporary inclosare. He would now oppose any further appropri atinn for that object at this time.
Mr. Wilson said his mind had been ohanged somewhat by this debate and taking into view the State's action in the matter, he

cf the people's representatives/ to the defeat of this great State institution, or suffer it to languish by neglect. Such a course taken by tbe General Assembly would be acting in bad faith, not merely towtrd the eity of Terre Haute, but toward the people of the State at large This he suitajned by reference to the statute, wherein the State undertook to ereot thts building, according to certain recorded plnns and specifications. He could not ray but the $100,000 would be loo much. As he was at present advised, he thought it tiest to adopt the amendment of Mr. Welborn.

Mr. Barnett's mind had also undergone some change in this debate, and he wes now prepared to vote for this appropriation. He reviewed the argument which influenced the votes of others. He considered that nothing less than tills $10P,009 would put the building in order to receive tbe school. In this matter it was now too lato to question tbe wisdom or the .intf geity of a past legislature.
