PRESIDENT JOHNSON has for some weeks been activoly employing the brief time remaining to him in issuing pardons, releasing convicts, and granting such per* sonal favors as are in his power. Within the last few days, the indictments against Jeff. Davis and other prominent rebels have been quashed the remains of Mrs. Surratt and other assassination conspirators have been given up to their friends Dr. Mudd, condemned to the Dry Tortugas at the time of the assassination trials, has been released Conover, convicted of perjury, has been pardoned and a large number of minor cases have been favorably considered by the President.— There are still a number of cases awaiting his decision, which will doubtless be attended to within the next fortnightHe is evidently determined to make full use of what little power Congress has left m.

GEN. GRANT, in his recent "speech" to th Omraittoe which conveyed to him th^ fficitil announcement of his election, dfl two moet important pledges. One that bis advisors should represent the .liey of his friends who had elected him another was that, according to bis judgment and belief, the per«ons whom he has chosen for Cabinet officers are "capH. ble, honest and patriotic men." This is all that the country can desire. General Grant understands very well what are the needs of tho nation, and he knows further that behind the wishes of mere politicians is the solid confidence and support of the people who ask that our public affairs shall be justly, discreetly and economically administered. To obtain results like these, we can patiently wait upon his actions even if the result shall be to baffle our curiosity for a few days.

THE -influence of the Union Pacific Railroad Company (which is mainly composed of Eastern capitalists)has been very potent in Congress, and while pushing it* own interests, has labored to strike deadly blows at competing companies. The

some members of Congress are directly or indirectly connected with its operations, and that (on account of locality and of real estate investments, perhaps,) they are interested in making Chicago the important Eastern terminus. The report of Senators Sherman Wilson and Morgan has been a severe blow to these schemers, and may save the Treasury of the nation for a time, but the only safe course is in killing the subsidy business at once.

If the time shall oome when the Government can again assist in the construc* tion of Railroads, then we are in favor of giving the aid to the Central and Southern lines, which will meet the business requirements of two-thirds of the States. "St. Louis," as the

.. The Cat and the Mirror. At the fire on Fourth street, yesterday, a number of men gallantly entered the boarding house of Mrs. Ford, and by bard labor succeeded in saving the greater portion of her furniture. A young man who had been very active in heaving out beds, chairs tables and trunks, went up into the third Btory, where he found a looking-glass, a cat and a piece of twine. His first impulse was to attach the string to the looking-glass and lower it to the pavement, but pussy called on him in such pitying accents that he changed his mind, and throwing the mirror oui of the window tied the string to the oaudal appendage of the feline creature, and lowered ber gently to the ground. The aot waV witnessed by a large crowd of spectators The cat complained a little at first of the treatment, but comprehending the necessity of the case, submitted with good grace, and seemed glad enough to get her teet on the ground and her tail out of the string. We did not learn the name of pussy's friend, but be proved %qual to the catastrophe.—St. Louis Democrat.

Punctuality.

After much torturing experience I come to this conclusion, that nine in ten do not know the value of time, nor the morality of a promise. Why is not an engagement to meet me at 9 o'clock as saored as any bond? Why is not the understanding that a ohurch service or a lecture commences at a given hour, an aoceptanoe on your part, if you go, or an agreement, and why are you not false to it by your tardiness, and why are you not a bad friend because of all the little miseries your infidelity entails? The world, intercourse, affection, great affairs, iiule details, are cursed prosperity, temper, character, life jeoparded, lost uy want of punctuality. XJnpunctual people are everywhere, and everything encourages them. It is taken for grantod that nothing will be "on time," and so everybody holds off to insure it. The first ten minutes of a religious service are apt to be a martyrdom to preachers and punctual people. There ought to be some contrivance by which the tardy shall be made as uncomfortable as they, and iben we might hope a change. But in this world it too often happens that a comfortable stolidity possesses the sinner, especially if his sin be fashionable, and the sufferings come upon those who mast take their comfort out in' doing ttieir duty.—

Where a Woman's Power Lies. The true power of woman is the resistless power of the affections. In asserting this, am I attempting to mask the great question of our day with a "glittering generality Am, 1 disposed to deny.any lawful claim which "woman may make for a more extensive recognition of her right*, or a larger field her power No I am not doing any such thing. Let women do wbaterer her faculties can achieve—let her go wherever her instincts demand—if she truly follows her instincts, I am sure she will not go wrong. I am sure of this, alco, wherever man may lawfully go, woman may lawfully go.— Wherever woman ought not 10 be, it is a stramrfor a~man, it il iT-rfigme for humanity, to be. I merely insat upon thi., that whatever woman m-»y accomplish in the woria, with bran ur bands, will draw its vital efficacy, its talismanic virtue, from lha heart and that ber strength, in all these various shapes of action and of influence, in its root and essence, will be the strength of the affections. The hiding of woman's power must ever be iu the fervor and steadfast* ness of .her love. And her 'most trium* phant characteristic is love, culminating in its highest expression—that of selfsacrifice. A thoughtful writer has observed the contrast between the sexes even in their play. "The boy," be says, "gets together wooden horaea and a troop ot tin soldiers aa4 works with them. The girl takes a doll and works for it." That is woman's great peculiarity—the work of self-sacrifice—working for others^— Sep, Dr. Ohapin. .» •I* Mfvwvw
