of a vote under any circumstances, citizen should move in the remaining days before the election, he should lowed to vote in his new precinct or township, but should be required to tbe place where he was legally assessed and there deposit his vote.

Again, to make the ballot more securq, no one should be allowed to vote unless he has paid a titate, county or corpori tion tax—a poll tax, for all persons have no real estate—within one or two years, as maybe deemed most advisably This, we think, would b9 all that wou^ be needed as far as the law is concerned premising that the term "citizen" means only those who are native born -or natut-

or others at any outer voting place. With these external and legitimate aids zealously used, very little corruption could be effected. To show how loosely matters were formerly conductod here— say some four years ago—being somewhat known, at least to the Judges and Inspectors of the election, we innocently went to the Public School bouse, 6th and Mulberry streets, and deposited our vete without hesitation or objection. Subsequently when better acquainted with the "metes and bounds" of the Wards, we found we should have voted at the Old Court House.

We think the law of naturalization is very loose In this State, and the citizens should require more rigid adherence to its provisions, whatever they may be. In some State* it is required that the person naturalized should declare bis intentions and not take out bis final papers, till after a residence in all of five years then, and not before, are they eligible to vote. We do not know, but we should sometimes infer, that all that was needed in this State, was, to go to the pells and votq whether eligible or not. All foreigners
