The annual report of the Commission or of Patents, Hon. Elfeha Poote, although brief, is a most valuable document Mr. Foote has been at the head of the Bureau but a few monthB, and yet during this short period ho has introduced many excellent reforms. Among the most es seotial services rendered, and for whjch he deserves the thanks of the country, ire the immense reductions which he bal made in the expenses oi the office, and the exposure of gross abuses in the matter of contracts, the latter having, through his instrumentality arrested the attention of Congress. The proposition to remote portion of the models from the museum of the Patent Office meets with great dis favor among inventors, and doubtless emanated from the head of the Dapartment of the Interior, whose encroach ments on this Bureau muBt eventually cause it to be made independent, and directly respoasible to Congress.
For the purpose of a close comparative view, we reprint* the Constitutional amendment as it passed the Senate spd House. In the latter, sanction was giVen to it in this shape:
Be it resolved, (wo-thirds of both Houses concurring, That the following article be proposed to the Legislature of the several States, as an amendment to the Constitution of the TJnltod' State?, which, when ratified by three-fourths of said Legislatures, shall be held as part of •aid Constitution, namely:

Sec. 2. The Congress shall have power to enforce by appropriate legislation the provisions of this article.
In the Senate it took the following form Art. XV. No discrimination shall be made in the United States, among the citiseos of the United States in tho exercise of the elective franchise, or in the right to hold office in any State on account of race, color, nativity, property, uducatien, or creed.
Art. XYI. The second clause, 'Bret section, second article of the Constitution of the United States, shall be amended to read as follows:

Death Jf General George D. Wagner,
[Fiom the Iod!an»pcli»|JourikS'.] General George D. Wagner, of Warren county, died at the Bates House in this city on Saturday night at 11 o'clock,.after an illness of four or five days. The immediate cause ot his death was an over* dose of a prescription left by his pbys cian to alleviato his nervous suffering This calamity deprives Iediana ef one of her most prominent citizens, and most honored soldiers, whose rise, though ije cent, was supported by abilities eo deci ded, and a force and energy of character so conspiouous, as to promise him ^1 mcst anj position to which he might as pire. 'In his mannerrlie was pleasant, in his temper ^kindly, in feelings genial and companionable. He was a ready atid forcible speaker,. *nd few men made| more decided impression upon the Senate even by casual and unpremeditated speechos, during his service in it than he. For some years he was a member of the State Board of Agriculture, and was President of it, before his appearance as a public man.
In 1858 he was elected to the Senate from the Senatorial District of Warren, Benton and White, and served with conspicuous seal and credit during the regular session of 1859 and 1863, and at the extra session of 1861 called make preparations* for the war. He w*s Chairman of the Finance Committee dn Federal Relations and on the Committee on Military Affairs, daring the aeesiona Of 1861. Ha was an earnest supporter of the war from tha beginning, and when he felt that his arm was needed as well as his voice, he volunteered, and was appointed Colonel of the 15th Regiment, May 22, 1861. He organised that tejiment, and none was* more conspicuous for courage and gallantry. He was made Brigadier General November 29,1862, and wad honorably discharged August 24,1865, having served through the whole war, from tho first mifoffi^ofKprogreas- to the last moment that his services were seeded. General Wagner has been a resident of Williamrport for a number ot years, where he practiced law. Just before the war he represented the counties ofWar^ ren and Fountain in the State Seuate, £.t the outbreak of the war he was appointed Colonel of the. 15th Indiana, and served through the war with considered ble distinction, being appointed Brigadier General, and afterwards brevetted Major General for gallantry. As a military man he was quite successful, and enjoyed a good reputation. General Wag* ner was a man of some natural ability,but very.little cultivation. His success in life was mostly due to his unbounded-en* ergy. His wife, we believe, died several years ago. leaving two children, who survive him.
