on "Judge Hughes' omnibus Educational Bill," which contains as many misrepresentations as the grossest ignorance combined with chronic malignity could condente into the same space. As our read* erg are acquainted with the provisions of the bill we need not waste words in an effort to enlighten the Journal as to what the plan of Judge Hughes proposes.-— That paper is muoh more at home in the murky and impenetrable depths of its own ponderous stupidity than it could be anywhere elee. Let us leave it there Onr only purpose in notioing the article is to correct a couple of the meanest of its many falsehoods. It says: "The Express, with its usual ready venture, asserts that tbe proposition is all 0. K., and urges the passage of the meat ure by the General Assembly."

If the Journal knows anything—which Is more than questionable—it knows that the Express does not "assert that the proposition is all 0. but, on the con* irary, takes serious exceptions thereto and suggests a most important change, The Journal alto knows that the Ex raxes does not "urge" and has not urged "the passage of the measure, in its present shape, by the General Assembly."

Wb have heretofore alluded to a recent decision of the Supreme Court upon question arising under the Legal Tender act, but the principle does not seem to be generally understood, and we refer to it again in order to remove a prevalent misapprehension. The Legislature of Oregoo, by law passed some time ago declared that taxes should be paid in gold and silver, coin still being the favorite currency on tbe Pacific coast. The county of Lane, in that State, desiring, perhaps, to lighten the burdens upon its citizens, decided to collect the amount ef the taxes in greenbacks. The nominal sum, correct in amount, if United States currenqy is legal tender for State taxes in OregoD, was tendered the State Treasurer, but that functionary cUclining Id accept the amount as full dis charge of the obligations of tbe county, suit was brought to recover the demand in gold. It was supposed thai this case wonld Involve the constitnionality of tbe Legal Tender act, but the Supreme Court manages most dexterously to evade any judgement upon that question, by deciding the matter upon what to many will be an unexpected point. The statute which allows of the issue of Treasury notes declares that they shall be legal Under for the payment of debts, Ac. Such being the case, the Supreme Court has nothing else to do but to consider wheth. era tax is a debt. Tho court says that it is not. Every State has a right to levy taxes upon its citizens in whatever shape it chooses. It may require money or specific article* of produce. LEGISLATIVE SUMMARY. Thursday, February 11. SENATE. The Senate met at ten o'clock Mr. Jaquess,'from the Military Committee, to whom was referred tbe petition of Samuel McCormick and others, for money expended by them in tbe defense of suits brought by Andrew Humphreys and others, while acting as members of the Indiana Legion, reported in favor of allowing! $1,074.95, the amount expended in board and expenses in attending court in Indianapolis. The re port was adopted.

Senate bill No. 168, to provide for the public printing, the prices to be paid, the time and mode of electing a State Printed defining his duties, fixing compensation etc., being a special order, was discussed at length, and referred to the Special Committee on fees and salaries.

Senate bill, No. 197, known as the Omnibus Educational" bill, introduced by Mr. Hughes, was discussed at length and made the special order for next Tuesday afternoon.

The following new bills were introduced: Senate bill No. 227 to fix the time of holding Common Fleas Courts in the counties of Lawrence, Jackson, Jennings and Bartholomew. The rules were sus pended, the bill read a.. ..third time and passed.

Senate bill No. 228 to create an insur ance Department for the State, with salary of $3,600.

Senate bill No. 229, regulating the feet of County Clerks, Auditors and Sheriffs. Senate bill No. 230. to amend section 4 of the act to authorize the sale of certain real estate, and build a rdsideaae for the Governor.

There is no possi ble room for question as to the merits of this case. The disgraceful conduct ol Butler and his crew was without the slightest palliation. Murders ere a daily crop. Dear friends, well, in the morning, go out to business, and are brought home mutilated corpses. Old men go out to sweep the sidewalks and be cut to pieces with knives. Gentlemen sitting quietly in their own rooms, awaiting company, are seized* bound, gagged, rob* bed, and threatened with a .bullet if they resist. Roboeries are committed in the public streets^as A-sort of ipake-up farce to the hiavy-trapdy ef the murders.— Slungshotsjtliedeadliest«fmurder weapone, are used with deadly frequency and freedom. Said a venerable, well* informed stranger to a citizen the other day, No man is safe, nor woman, either for by your defective de tective arrangements you seem to say so." Nay more, we have every reason to believe that some recreant members of the police organisation, itself are in league with the thieve?, murderers, assassins, and houw-breaken. There was Skidmore, who, when arrested a year ago, turn out to have been the chief villian of gang ff such for along time, who, before bis discharge from the service, took vantage of his position to screen himself and his associate*. His house was fall of burglars' tools* and implements of violence. He was a cunning, merciless wretch, who took delight in murder as an amus&ment, and in robbery as a means of living and dissipation. He used the most cowardly of all the weapons ever invented for the perpetration of crime—tbe sneaking, white-livered air gun I—that does its business without noise, and takes life in open day, in tbe midst of crowded streets.

We regard the introduction of this new weapon of secret murder as the most dreadful of public danger. It has filled the air with terrors and inconceivable dreads. It is as if a conspiracy of the most deadly and determined character had been entered into, by a secret and mysterious gang of ubiquitous fiends in human shape for the destruction of the human race. Vigilance Committees are ?eipg formed in town and country, and it is this alarming riot of crime that haa driven good citisens to this last resort of desperation.
