The man living from hand to mouth on the proceeds of his toil has been able to follow his employment with little interruption, while the cost of living has been materially reduced by the fact that much less fuel than usual was required to keep the house warm. But a still greater amouat of suffering has been averted in the case of the great army of tolpless ones to whom the ordinary winter is a perpetual pang, and who liver through it only because charity aids to keep the lamp of life burning. To thsm it has been a blessing of unmeasured magnitude, and the number of cases of heartrending destitution brought to light is much lew than in any former wintor, though the natural tendency of a city growth is to increase the number ot cases greater ratio than the population.

New York," and there found no difficulty in graduating and receiving a diplama and he finally says in th* simplicity of his heart, "he concluded that as a very heavy tax-payefc, he wab entitled to secure for his son the benefits of a scholarship in the NowYork Col leg#." In answer to one of the Sun's assertions "that the graduates of the Free College become either professional men or merchants," Mr. Claflin 'asks, "Does it suppose that a few years' course of study has no tendency to enable a man to advance himself to he highest positions?"
Now does an.y reader.of our's deny that Mr. Claflin is eiriioeiifiy correct in this theory. Our excellent public sohool system presents several very interesting fea tures. Assume, for instance, that in our jaxes paid for its support, we are only making an expenditure for the preven tion of ignorance and the thousand crimes attendant upon it—a measure merely of preventive police, and whi6h in our re' publican form of government is an inci dent requiring a certain amount of intelligence and education on the part of the people so far as we can take up this argument, it only calls for what we might call a plain, common school education the ability merely to read and write, and add up a simple column of figures. If tax-payer be satisfied with this proficiency in his children, he may assume that the police duty of our public schools is discharged and in tbis view of matters we see how society pays out somewhat for self protection.
But, at tho same time, in the vast ex penditure wbich is required by tbe different departments of our government, anil which mnst be raised by taxation, the tai payers demand that for so much "oul^ going" tbero should be some correlative retufns. This was the case in an interior town at tbe East, the incidents of which were given in one of the papers of th4 district. The Superintendent of Sshooli asked the Selectmen for a moderate appropriation for the high school, to whioli the: pupils ef the lower department were to be promotedby merid JPo this tbe tax payers entered a written remonstrance.— They said that they wfefe now overburdened with taxation that the publio schools, which they had to support by their taxes, were nearly worthless for tteir purposes, for thefr children did not attend them and it was an evident injustice now to saddle upon them the expense of a high school, which they assumed to be virtually a college, with all its expeusive paraphernalia.
