It would have been better for hia fame if he had made the discovery some time earlier, say at NewOrleans for example, that he could not creditably intorfere with politics so long as he remained in the army. But he has shown himself so good a soldier and so poor a politician, that we are glad to note, even at this late day, the symptoms of his intention to confine himself hereafter to a business he understands.

A. B. Mullet, the supervising archi tect of Howard University, has been testf ing some of the brioks with which that building has been constructed, and re« ports that the brick he tested was "washed to pieces in a bucket of water within two minutes." He was "surprised at the re* suit," and constrained to recommend that the building be not occupied. He thinks that if painted in a special manner it might last many years but he believed that "a severe storm would leave it a ruin if occurring«after a continued rain." Or Tuesday he had stated that the building might be safely ocoupied, but on Wednesday, after testing the brioks, he withf drew that opinion and thus the publib funds in that building are probably a total loss.

Personal and Impersonal Sketches. 4f£!i B,

[From Once a Week, Koglieh.] WENDELL PHILLIPS.

Of living American speakers the two most brilliant are probably Wendell Phillips and Henry Ward Beecher the one being the foremost of popular lectur-i era, and the latter the most famous of pulpit orators. Wendell Phillips }s also, and has been for a quarter of a century, the most radical of American reformers. A more accomplished scholar, a more court' ly gentleman, a more genial host, Amerca does not contain, than this silvery, tongued yet bitter enthusiast. There is no man whom the nation would be more delighted to honor, of whom they would be more proud, but for the extreme radi calism of his opinions "and the nation seems to be tending so rapidly in their direction, that they may be at last adopted, and then, perhaps, the great orator will receive the homago to which his genius at least entitles him.

Of every -quality which goes to cpnsti tute the orator, Phillips seems to be the master HiB classical learning is pro found, and ready at his tongues end the silvery clearness of his voice, the indefinite grace of his declamation, the nobility of his features and the charm of bis personal appearance the poetical beauty and aptness of his language, the readiness with which he Beizes and exposes the very pith and marrow of every phase of his Babjeft, £be placid boldness with which he defies public opinion, and the scathing irony with which he throws contempt ijpon the men and measures hie is opposing^ these qualities, acting together to produce the needed impre^ sion, give him an oratorical poweir which it is doubtful if even Webster or Clay, in the meridian of their ability, poisessed. The effect produced by his ora tory is undoubedly enhanced by the knowledge that hp is in earnest. Befus ing to accept tffiCe, b£ shows himself to be disinnterested giving nimlelf up to the long thankless labor of combating the overwhelming sentiment of the community, he has proved himself ardently sincere in the great causo to which baa-devoted feunsal£ Itis well that community should hare a teacher who, if notin' all things followed, dares at least to tell them truths and, amid all his extravagance and bitternes?, Phillip's utters many *n unpalatable truth. Aod the more elo^ubnt such a truth-teller -is the better. It does a people good, occasionally, to hear a inau who is no flatterer, ana is not fishing for their votes. One of the most noticeable traits of Phillips's eloquence is the great polish and beauty of bis English in bis most impassioned and impromptu-passages itji purity and grace never fails.

Henry Ward-Beeohar. .camea.of eloquent blood. He is still in the prime of

life, being now In big fifty-fifth year and for twenty years he has been the principal Sunday attraction in Brooklyn and New York. Hia eloquence is of that full, genial, sympathetic character which is effective in winning the hearts of an auditory. Independent in thought, deeply interested in all that fcffects the community, warmhearted, generous, social in his feelings, displaying that genial sort of vanity which does not displease, and enthusiastic iu his opinions and labors, Beecher is also endowed with aVemarkable fluency and strength of language, a full, round, sonorous voioe, and a natural ease and force of declamation. He has a physique which hints of strength and endurance, of robust health, and a fine capacity for enjoying life, tfoth as a popular lecturer, and as an occasional political orator, he is esteemed as much as for the earnest eloquence and beautiful imagery of his religious discourses. In many respects he resembles Mr. Spurge onj he has the same seemingly unlimi.

It is curious to observe that the further West you go in America, the more gushing is the "hifalutin" eloquence of-*5* popular orator. In the East the' superior refinement and lb® lBPger experience have toned down the exuberance even of the stump speaker. It is in the West— in Kentucky, Missouri and Tennessee— that one finds the most startling exhibitions of "spread eagleism." In Kentucky and Tennessee especially, the rhetoric of the slumpf the State- Legislature and the court room, is often an amusing illuetra tion of the elastic property, of words, and the amazing variation of which similes are capable.
