It is natural for one to judge of men by the human samples by which one is surrounded. Possibly'our iriendsin "the Pocket" fftnd delegates to the Legislature who may bo readily "purchased"-and. whose "friends" are also a marketable commodity. We have never had occasion to try the market, and can't speak advisedly. But it is quite certain that "the eighteen bolting Republicans" are men on whom the most extravagant promises of fat places at the public crib, at home and abroad, had no visible effect. We think there has already been too much of "hard talk," and that a cataplasmatic application of kind words will be more conducive to the health and longevity ef the Republican party of Indiana. And because we thus think.,we will not intimate that any of the non. bolting members, or "their friends," werfl influenced by visions of "fat takes." The tobacco and cigar manufacturers of this city had a meeting yesterday, at which action was taken in regard to amending the law requiring cigar boxps to be stamped with revenue stamps. A memorial to Congress has been prepared and forwarded to Washington."

RAILROADS AND. ELEVATOR. Several gentlemen connected with the Pacific, Iron Mountain & North Missouri Railroads met yesterday, to devise means by wfcich the tracks of the various roads can be connected with the large elevktor on the bank of the river. The committee will meet again to-day nod decide upon some plan.

The object is to connect all these roads with the elevator, so as to encourage the handling of grain in bulk from all the wheat growing sections of th§.§tete,

Mr. Shanks offered a .resolution directing the Secretary of the Treasury in all cases where the government .has aided in constructing railroads, to withhold bonds sufficient to seoure the construction of a first-class road referred to Committee on Appropriations.

Mr. Payne, from Committee on Recon* struction offered a resolution calling oil the Secretary of War for information ear to whether any District commander ha«^ turned over for trial or punishment to the* civil authorities of any reconstructed State, any person who hacf been convicted and sentenced by military tribunals adopted.

Mr. Cook, from committee on Roads and Canals, reported a bill to establish a bridge across Bast river between the cities of Brooklyn and New York and post road.

It dirocts that the bridge to be con-, structed under an act of the New York Legislature shall be, when completed, in accordance with said law of New York, a lawful structure .and post road for conveyance of mails of the United States.

After discussion,. Delano offered an amendment providing that nothing contained in the act should be construed jo legalize any structure that'would materially injure the navigation of'the river, the amendment was agreed to hnd the bill psssed,

On motion al Mr. Robinson the House proceeded to business otf the Speaker's tafele.

The first business taken up was a'message from the President transmitting the correspondence called for in a resolution of Mr. Robinson's in reference to the cases of Castello and Whrren, United States citizens imprisoned in Great Britain.

Mr. Robinson addressed the House at considerable length, insisting that the honor of the American nation wag involved in thequeation.
