THE sixteenth annual report of the Su permtendent of Public Instruction for the State of Indiana, under date of_Dec. 31st, has been issued by the State Printer.

The document is an elaborate presentation cf the condition of the public school.*, and the value of the school funds in the State.

The number of children ifi the State between the ages of six and twenty-one, is nearly six hundred thousand, of which number four hundred and thirty-six thousand attended school during a portion o( the year, in eight thousand four hundred and fifty of the eight thousand six hundred districts into which the State is di vided.

The total amount expended for support of the schools was nearly one and onehalf millions of dollare,furnishing an average length of session of four and one-halfi month). There were employed, during the yf «r 6,500 male teachers, and 4,260 female teachers. The average'monthly! compensation of male teachers in the primary schools was $37, and of female' teachers, $28 40.

In the high schools, the male teachers'! uverage per month was $64, while'that of female teachers was $42.

To meet these expenditures, there was| collected by taxation the sum of $950,000,j and received from other sources $550,000/

The chief source of the additioBaii income above taxation is from Interest oni. the common school fund, which, by the judicious management of the State authorities during the past twenty years, has grown to the magnificent Bum of eight MilliOh two hundred and fifty thousand dollars.

To this amount of permanent fund we must add the value of.the school propqr^y, which amounts to nearly six millions, so! that we have as the grand aggregate off fixed machinery but little less than fifteen millions of dollars. A -In addition to the one and a l&alfilbil-: lions paid for instruction during the yeari 1868, there was expended over on% million of dollars for erecting school bouf&s' alone. Several of the buildings^tHt Completed are very costly and- elegant: structures, costing, in some cases, over! fifty thousand dollars each while, on! the other hand, the number of log school) houses has decreased two hundred and thirty,two. .Of these fading1 rolicSs of. other days, there yet remain eight hundred and thirty-one, or abotit ten per' cent, of ail the school houses in thej State. The report includes also some sta*! tistics from- the highest- nretitntions-rft learning, located at Bloomington, Greeny castle, Crawfordsville, Indianapolis, Rich-! mocd and Marom, and also educational facts in reference,to the benevolent insti-j tutions of the State. v.

The University of Indiana properly consists of a number'of colleges located, at the above named, and a few other points in the State. The total number of Btudents in attendance is probably fif-j teen hundred the nqmber of instructors fifty the aggregate VfUuer of buildings and endowments one ckrid a quarter million of dollars. -.

Railroad Lease.

COLUMBUS, 0.,.Jan. 29.—The stockholders of the Columbus, Chicago & Indiana Central Railroad Company, at their meeting to-day refused to lease their road to the Atlantic & Great Western Railroad Company, and ratified a lease* of their road and property in perpetuity to the Pittsburg, Cincinnati, St. Louis and Pennsylvania Railroad companies.

The vote was large, covering nearly all the stock of the company. The lease takes effect on the 1st of February proximo.

Seeing the «ontrAdictory" statements published in the papers in regard to the fact,' or otherwise of an order having been issued from the War Department to Gen. Bankp, shortly before the fall of Yicksburg, directing him, to relieve Gen. Grant, I beg to state the fltact fact in the case, ana thus settle this much cpntrovefted matter.

While General Grant was operating in front of Yicksburg, I was employed as clerk in Secretary Stanton's office at the War Department, in Wa«hington. Secretary Stanton wrote two tfrders,directing me to- mhke tvo* Copies of them, one for telegraphing and one for filing. The first of these orders was addressed to Gen. Banks, directing him to proceed at once to Yicksburg and relieve General Grant. The second order was addressed to Gen. Grant, directing him to turn over his cotnraand to Gen. Banks on arrival of the latter, who had been ordered to relieve him.

I do not pretepd to give the wording of these orders. I have given, however, their exact substance, and they should be on file now in the War Department unless they have since been removed. I will state further, the copies of these orders to be transmitted by telegraph I sent by a messenger to the War Department telegraph office, by order of Secretary Stanton. Thesg copies should also be on file in the latter office.

There were reasons, however, why some such proposition should be adopted at this time.

The proposition was in itself so eminently right in its, relations to tho Constitution, that it could not fail to* recommend itself to every right mind that the government was not a government at all which has not within itself the power to declare who should take part in carrying it on.'

One great reason why it should fee adopted now was, tbaf-tHr4"pr6poSil5B'h once submitted to Congress of a two-third vote of the States, was considerable, unless oy alike two-thirds vote, and would be pendiqg until withdrawn or ratified, and if a State Legislature refused to ratify it the people could elect another Legislature in harmony with the voice of ttfe people of the Republic.
