Gov. Claflin is tbe twenty-fourth chief magistrate of the state of Massachusetts since tbe adoption of the constita tion in 1780. Five Governors have been at the head of the State duriDg one half of this time, to-wit: John Hancock for ten years Caleb Strong for eleven years Levi.Lincoln for nine John Brooks and George N. Briggs, seven years each.
The frantic struggle to outdo one another In honors to Grant by tbe citi sens of Baltimore revives the unpleasant remembrance that the murdered Lincoln had to go through that city in diBguise to get to his first inauguration. And Baltimore dabbled her pavements with the blood of soldiers who were going to the dcfence of the nation's capital. Sweet scented oity of "My Maryland," how hast thou changed!

ty to a report that Secretary Seward is negotiating for the purchase of Cuba from Spain. If there is anything in this rumor, we trust that Congress will in struct the Attorney General to look into the title, or at least, insist on a warranty deed, Some persons there are who be lieve that Spain has as little right to sell Cuba as to dispose of Delaware or New Jersey. Certain it is that her own title is now in litigation and awaiting the arbitrament of arms—the

"While a few office-holders are enormously overpaid, many others, such Governors, Supreme Judge.', Mayors and like dignitaries, do not receive, by way of salary, more tban a mere pittance. These men occupy the most responsible positions in society. Upon them devolve some of tbe mcst important executive and judicial duties which appertain to the community. The overpaid are terribly over* paid, while the underpaid are miserably underpaid. Under the present system, Governors of States are often paid $1,500 and sheriff* find court clerks are paid from $lo000 to $80,000.
Jubal Eably, the Confederate person whom Phillip Sheridan used to object to in tho Shenandoah Yalley, has sent in a flag of truce from Canada, under Johnson's amnesty, demanding tho unconditional surrender of the United States. Jubal declares that Johnson's proclamation is a confession of tbe nation's "in. ability to hold any of us responsible, under the constitution and laws as they wore, for our resistance to its usurpations," and peremptorily demands that the United States march out and stack arms. It is thought that there would be no difficulty in arranging the capitulation were it not for Sheridan. It is feared that he would be contrary.
exists to the effect that Mr
Seward, after all, reserved a getting out place in case the Senate refused to ratify his treaty with Denmark for the purchase of the Island of St. Thomas. This is well, for, however desirable an extension of territory In that direction may be considered, Mr. Sew*rd should not have taken advantage of a medium such as Andrew Johnson presented to foist upon American Representatives questions which would almost oertainly be repudiated at this juncture. Then there is a power still higher which should be consulted in treaties of purchase. The House of Representatives is the moneyappropriating body. It never gave full assent to the Alaska purchase, but coupled its appropriation with the intimation that next time it should be otherwise.

A FBAH^/ofiT correspondent of the Louisville OourierrJouraal, writes: "One of the most affecting incidents oame off Friday in the Court of Appeals. When tbe case of Crisby vs. Wickliffe came up, Hon Charles Wickliffe appeared, in his own behalf, and though feeble apd entirely blind, made "a speech before the court- extending through two hoars, which was considered by those whof heard it, as perhaps the ablest of the many able speeches of this veteran Kentucky states* man and lawyer. The distinguished exGovernor, in the qpuipe of his remarks, referred to his first appearance in the Court fifty-eight years before, to his assc* ciation with Ben. Hardin and others in the profession, and fconcluded with an apology to the Court for detaining them
long in listening to his feeble utterances and cracked voice, excusing himself, how?ver,.on tt)e ground that, in all human probability, this was his last appearance before tBat earthly tribunal.
Sexatob Hushes, before answering to bis name, remarked that his relations to the contest demanded of him, as he believed, some explanation before casting his vote. To the Ssnators afad Representatives who bad* oo the previous day, cast tbeir votes for him, he returned his tbanks. He assured them that he appreciated the compliment, and should the opportunity ever offer, he should most cordially respond. In relation to the distinguished gentleman presented by the Republican caucus, he would say that he was not himself in the caucus, and was, therefore, free to voto according to the dictates of bis own judgmeot. For reasons inseparable from the history of this contest, and which it would not be proper now to consume time in recapitulating, be ceuld not support the nominee of the first Republican caucus. In his opposition to that nominee, be contended for principle.—That matter being no longer a part of tbe contest, he could say that he now casts for the distinguished gentleman named, Hon. Daniel D. Pratt, one independent, untrammelled Republican vote.—Legisla

I -r^The SeHsior Elect,
Republicans will be. interested in this oandid, Democratic opinion of the Senator elect, which we take from the Indianapolis Sentinel of Saturday:
Tbe Senatorial contest terminated yesterday in the election of Hon. Daniel D. Pratt, as tbe successor of the Hon. Thomas A% Hendricks. The Senator elect is not much known in th6 politics of the State, having devoted his life thus far Mainly to the practice of his profession.
Mr. Pratt lives at Logansport, in the Eighth Congressional District, which is decidedly Republican in politics. In the contest last fall for tbe nomination, which is equivalent to an election, Mr. Pratt's ntme was brought forward as' a compromise candidate, and tbe result was a nomination and election. The same good fortune followed him here. The bitter controversy in the Republican ranks over the Senatorship ended by the withdrawal of Lieutenant Governor Cumback as a candidate. Mr. Pratt, although he bad been named in connection with the position after the October election, was not an aspirant. After the withdrawal of Mr. Cum back the name of Mr. Pratt was brought forward as a compromise candidate. At once both the "regu* lars" and the "bolters" gravitated to him as1 unobjectionable to all, and proba* bly he is as well, if not better, qualified for the place than any man within bis party.
Mr. Pratt was an old line Whig, and upon the disruption of that political organization, he slid into the Republican ranks. Although identified with that party organization, the Senator elect has no sympathy with the men like Logan and Butler, who assume to lead the Republican party.
Mr. Pratt is a lawyer oi ripe experience, a Conservative Republican in his political faith, a private citizen above re proach, and without doubt he will carry into publio life the same integrity that has marked his private carear. Mr. Pratt is over fifty years of age, of large stature, commanding in appearance and an Impressive speaker before a court or in a deliberative assembly. In the Senate Mr. Pratt will not be a follower nor will he consent to play a second part. He is independent and will have opinions of his own upon all the questions that will Come up for legislation or determination He will insist, too, upon all his rights as a Senator and he will not permit himself to be overshadowed in the discharge of his public duties.
In Mr. Pratt the northern part of the State will have a representative who will look to its peculiar interests, while he will not be unmindful of those of the whole State.
Mr. Pratt is, in one sense, a partisan, but wo think he is a man of too much mind and independence of character to be a mere partisan in the discharge of his duties as a representative of Indiana in the Senate. At tbe last election, wilh all the advantages of its position, the Republican party only carried Indiana by a small majority. The powerful minority would have been the majority in this Legislature and have made the Senator, if it had not been for an unfair apportionment— This minority have rights that should be respected, and we trust the Senator elect, coming into office without any pledge to party, or any obligation but to do right, will have the manliness to regard, in the discharge of bis public duties, the inter, ests and welfare of his entire constituency. He has the chances to make an enviable and enduriog reputation, if he will but seize the golden opportunity that is offer* ed him.
While we regret the loss of Mr. Hendricks from our publio counails, we must admit that Mr. Pratt, in all except his political creed, is a worthy successor, and we hope that his career in the Senate will be such that be will win from his party opponents the same regard and respect tbat his predecessor has. Although we should have preferred a member of our own party in the plaee of Mr. Pratt, we have a State pride that will be gratified if he will occupy as high a position in the Senate as his predecessor, which we sincerely hope he may,
