As mi Senatorial contest was an issue between Baker and Cumback, a generttl sketch of His Excellency may prove of interest to your readers. .v

There is nothing which better illustrates the character of this distinguished man, than the (act that nothing is said about him. Now-a-days, too, wlien al most every person of any cotoriety is made the subject of newspaper corre' spondenCe, or conversation,'it* is somewhat remarkablff that he has escaped *n»tice.

It has been urged before tho Senate ahd tho tlouse of Representatives both, that Governor Baker was inconsistent in refusing fellowship with a man ass^ciatqd with him on the State ticket. Now, Governor Baker did not nominate Mr. Cum back to the office of Lieutenant Governor, nor had he any-right to dictate to the people who in convention did nominate him. Nor bad he any special right, or mission, to make an exatqpl» pf Cumback to his political frienak "coutr--cil. We are obliged in this world to deal with all sorts of people, and Governor Baker has toottiueh sense to busy himself with the moral accountability of his political associates. In this age mtdTgenetation, when it it

almost impossible for

a man to be a politician and preserve'Ms integrity, Governor Baker would be Quixotic in the extreme, to undertake ihe Herculean task.

Nor was it the duly of Governor Baker to turn informor. It Mr. Cumback h,ad nade him a dishonorable proposition, it was one which, unfortunately for political virtue, is not uncommon, and did "hot abrogate the possibility of Mr. Cumback performing the duties of Lieutenant Gov

ernor

with oredit to Mmself and the State. He might even have faithfully discharged the responsible duties of United States Senator, but Governor Baker bad the

right

to decide, being a high-toned free tfrent, whether or not he wou'd cros* hands in friendship with a man BtHJSspi«ed, and ho asserted this ri«ht. Mr. Oumback was too obtuso to fully comprehend tho nature of despise, acd in his efforts at an understanding, was Incauihus enough to permit the charge!er Qf the difficulty to transpire, thus provoking the investigation which bas taken place. Governor Baker kept

counsel for a year, and would have kept It indefinitely, if not, in a manner, foroed tb speak. /Ls I remarked before, theit nevsjr was a man who faithfully discharged the functions of his office tis liitle Ulktd about as Governor Baker, precisely on the eame principle that General ^Harrison and other men of distinguished ability, went through tho wa^i without parade or nonsense. Governor Baker, in short, is a quiet, reticent, industrious

an, of steady habits and firm principles. goes and comes to bis office regularly, and nearly always alone. N»t being an ambitious man, he is not surrounded with satellites, and, withal, domestic in hi* taste#, be b*S npne of the qualities whipb attract the common class of unprincipled, caroufing politicians that in? fests a capital.

Among men. Governor Baker is not demonstrative, and io society he is particularly taciturn but whtro a service Can be rendered or a favor granted, hs oan always be relied upon. Being industrious I might cay plodding, he accomplishes a vast deal of work, and stands fairer than most of our brilliant men.

In person he is of medium height and square built His bead is large, and tfiickly covered with auburn hair. His eyei area clear hsxai, either very dull or exceedingly bright, overhung by coarse, heavy eyebrows, and his beard and mustache are red. Qe is not a remarkable looking man in any respect but for an, expression of firmness. He doe* not resemble General Grant, but his .picture is so like the President eleet that It ^Mts quenily been mistaken for bis.

In manner he is shy and reserved but his voiee is smooth and elear, acd he apeaks promptly, and to the point whan need be.—Im. Cbr. C(*. Oommmki.

hope that we have had the last of'the wrong uiage of making the Governorship of the State a mere stepping stone into the Senate. This Was the last of the great easures of reoohstruotiou. If the right suffrage was secured to all citiiens of „e United States without respect to raoe or color, tbe republic would be established on a secure basis. It was impossible for this Congress or the RepublioSn party to etcape that issue. He knew It was uni^ual to present measures from a mere pjaity view, but tbe situation Was peculiar,. The- Democratio party from the opening of the, war had been identified vfith messurci? calculated to prevent the restoration of the Union bv and tbroueh tho influence, of the war. To the Republican party tha nation was indebted for its existence, and therefore it was responsible for the perpetuity and peace of thd nHtion which it bad saved. The Comnftittee on Reconstruction wore invitbd to an^4«amination and criticism i/f the phraseplogv and:crbj3cu ofilhe'proposed amendment and law... Mr. Boutwell then explained the p9vjdc|ns Of the augendrurtit, which has arrekdy been published, a^id argued at length In its favor, claiming tbe right of Congress to legislate on tie question of suffrage and prevent any action.on the part of thd'Stites. ridge Inquired whether the atesiposefssed pt) powers except sqch as were granted by the.Constitution. He, understood it exactly the other way, that tifl hi ted States Government had no powers except sueh Were granted by the States.

Mrr-Boutwell replied, that if the Con. sjitution says that a State shall bttre oerta!n powers even though (bare may be no negative in the proposition, the State qtnno* go beyond tiiat grant. He quoted Patrick Henry and Madison to sustain 3is jiivsb and ih%^ebate* tbe Constitiitill tie tarilfiiiBtatai, Jonhow that t|io opponents of tbe Constitution claimeti thnt the 4tb. section of tbe lst article gave Congress complete oentrol over tbe question of suffrage, the friends of the ^onstitullon never denytbg that it did. The conclusion of the whole matter was, that the power to make regulntions cr-n corning elections was vested to tbe States, and that the power of the General government over suffrage an$ represent tatlon w*s eompt^hensive, and was necessary to its existence. In other words, the power was In the Stales, subject to cjoniroUing ir^uent^es'and tbe power of fjie General Government.
