THE MISSISSIPPI *LKCTfoN. A Washington dispatch says that Gen. Gillem in his testimony before the Reconstruction Committee yeaterday^ stated he had taken every precaution to have the Mississippi election conducted fairly, ^d to prevent intimidation upon the part of the white employers towards their black employes, he issued circulars of JnSttac-' tion to various Sheriffs throughout tb'e State, but it is his impression that the Sheriffs were hostilp to the reconstruction acts and did not carry out their instructions. From all that he was able to learn bethinks there was considerable intimidation used in different parts of the StAto towards tho blacks, and that on this account many of them did not vote.

A London paper states that Minister Johnson responded to a query fnon the Emigration Society respecting the natuis alization of British subjects in America, as follows: "You will have no difficulty whatever if you become citiaens of America and return to your own country, on being called upon to do any act here "tm the ground that you owe any allegiance to the government of England. Whenever you return here you will be clothed with the protection of America, as much as if you bad been born in America. We consider you in point of law a citizen born with us, entitled to all rights, and that we are under obligations to'protect yon the same as we would those born qn our soil."
