A new daily paper has been started at New York entitled The Ci1yt_modelled somewhat after the manner of the Evening Mail, but smaller in size, published in the morning, and sold for three cints a copy. After repeated experiments in visiting, dressed fa' the ordinary garb of respectability, sooig' of the more degraded localities of New-York, it became evident that (o see the low life festering thVre in its normal conditio*), disguise Was necessary In yoBr awJlpaJ^ garb, yopaiaf'e out theses inr ^hich you mingle—ft target for all eyes. The wretched people with whom you converse will not act naturally. Some put on the hypocritical airs of religion, whimpbring semblances of misfortune and worthy distress, who are the most arrant rogues imaginable. Beggars praotice upon you their customary "arts. Thjeves will draw a long face and- prate, and' pick voti'r pocket a moment after. For the. most party however, you will be nidt with ire buffs. .»
In pursuing, therefore, investigations in thedower strata of city life, it has been my euatom to adopt a disguise of rags and outward untidiness in some cases the garb of the red-ahirled fireman. When thus equipped, neither beggars nor rascals bide from me their natural proclivities, nor disguise their customary manners.
It w«s-«-futioas night when I turned out of Chatham street into Roosevelt, on my way to Blinker's Hole. The wind bldw a gale, and the snow fell in blinding sheets, with thin, brittle fiakes, that contrived to cut the face, but did little to wards obstructing the walks, of covering them. As an individual, 1 found it most uncomfortable night to be out as an author, however, it was perfectly acceptable to me. If I consulted comfort in the pursuit of information regarding New York's after-dark aspects, I should stay at home altogether. To-night I was disguised in a red flannel shirt, a cotton neckerchief,a slouch hat, a long overcoat, heavy boots, and uprolled trowsers—and was accompanied by a gentleman thoroughly acquainted with the by- ways of the city.
We paused before a little shoemaker's shop, adjolningthe blind alley leading into Bilker's Hole—or Hall, a3 it is sometimes called—and went in to make some inquiries. To my surprise, the two shoemakers—one a young and intelligent Irishman, the other an old German, qf a more hideous aspect—professed utter .ignorance of the wherabouts of Blinker's Hole. They had heard of it—certainly— but where it was they could not tell informed them that it was right here— the building actually joined their shop "And what d'ye want of it when ye've found it?" asked the Irishman.
Whereupon I thought beat to confess my disguise, and told him that I was go ing to "write it up."
This announcement created a profound sensatbn. The German immediately laid aside bis last, and volunteered to accompany us. "Do yon know any of the inmates?'' I asked. "Me? Naw! nawl" he replied, wita a sort of enthusiasm of disgust. "I 'bees respectable man nefer look in dere siiice I vas aiive!" I
He followed us into tbe storm in his. shirt sleeves to advise ut to 'look out,! ii we were going to venture in there, aiid pointing somewhat excitedly with his knife, suggested a dozen places in the vicinity that I ought to visit—"dey be so low, so dirty, so poor." The attic of Bilker's Hole is occupied every night by "goniffs" (young thieves) who sleep on tHt floor in lieu of a better place. It is also a favorite hiding-place for thieves whom the police are after.— Often while the officer is cbming up the stairway, tbe thief will lift a board in the floor and drop down to the apartment underneath, the occupant of which, be he man qjt woman, is sure to aid tbe criminal to escape. In desperate cases the offender has been known.,to jump from the open windows to the ground below, at the risk of being killed by the faJL
Notwithstanding the coolness of my reception when I entered, the company, tor some reason, manifested reluctance to have me leave the room. But I got away finally and found my companion, who had remaiitfd outside, was just on the point of getting a policeman to some and look after me. We proceeded to tbe entrance nearer the street where is tbe st$irWky leading into the attic. This entraaeelis little else than a ragged hole in the wall, the bricks having crumbled away on either side of the original doorway. Near by it I observed a window looking on t^ie court, in whieh there were a few bits 'of sash remaining, but not a single pane of lass. The door was with but one binge, and could noti be shut tight, so that the wind and snow skurried in upon the wreu&ed occupants. But in the attic there is a parallel case of cqualor. The attic is no* wholly oy cupied by those city nomads, tbe -'goniffs"—who are here to-day and there tomorrow—havo plenty «f money on one day, when they dine sdmptuously at a cheap restaurant, visit the Bowery theatreat night, and sleep in a gorgeous thirty cent lodging house, on tbe next day go hungry lor tbe want of a dime to buy "coffee and eakes" with, and,.tftkinf: down" in some dry goods box, or upon the attic floor of these premises, it seems.
