Not in the least mistaken. The "large wing" when filled will only partially relieve the pressure. There will still b6' many thousands of hopelessly insane persons for whose care no provision has bean or is likely to be made. 1

COMMENTING on Gov. Baker's excellent message, the Indianapolis

Journal

gives special prominencu to tho fact'that Our debt, that is, the part of it which we owe to other creditors than ourselves, is only $3,081,399 79. This tsa.it that we owe away from home. We owe the School Fund, that is ouc own children, $3,691,316 15, and the Yincenn63 University $63,685 00. Our State debt, practically, is only $3,000,000. This is a wholesome statement. It sounds cheeringly to hear that land is coming so near after thirty years -of struggling-indebted*, nees, often drifting close upon bankrupt*? 07.

And this is the work of Republican administrations. From the time the dbbt was made till Governor Hammond went oat of office on the 14th of January, 1861, the Democrats held tho power of the State without check or break, and during all that time, nearly a quarter of a century, the State debt was not reduced enough to make a decent showing in the books of a bankrupt barber. The Republicans took the State and in eight yearly the debt is more than half wiped out.

to its disposal he thinks the Legislature should memorialize Congress to allow the interest to "be applied to the common schools, until the State is prepared to advance the necessary, money to provide the site and erect the buildings for the College. If this is not thought best,then he would ask the privilege to fund the interest with the principal until tbat tima And if neitner can be done, then he would recommend that it be applied to the establishment of a college in connection With th eState University, as that will be much cheaper than a separate establishment, but upon the express condition that when a separate college can be established the fund shall be withdrawn from the University.

It will be well for the people to discuss this subject, and intimate to their representatives their wishes in the matter. 5

Jan. 9.—Chief Justice

Scott of the Supremo Bench of this city, assigned to the Baltimore city court, today delivered an opinion in the habeas corpus case of Henry Drescher, a noneesldent trader.

Drescher is a resident of Newark, N. and was arrested and commTUed^W ^KTT December 11th, charged with violating the act of the General Assembly of Maryland, which forbids any person not a permanent resident of the State offering or exposing to sale goods, wares &c, without first obtaining a license to do so. The petition alleges that he is a citizen of the State of New Jersey, and clair&» that he is not liable under said act because the act in question is in violation of. tbe 10th section, 1st article of the Constitution, and second, because sail act is in violation of the 2d section of article 4th of the Constitution of the, United' States.

Judge Scott decides that the Constitution of the United States does not give any control to Congress over the domestic trade of the States, and concludes as follows: "1 am off opinion that our State act in question is not in violation of tho Consti*. tution of the United States, and ttmttbir? petitioner has no cause of comprint. It* Is therefore adjadged and ordered thJE the petition be. dismissed, and that the petitioner be remanded to tho custody of the warden until discharged in due court£ of law. The prisoner can be admittedj^ bail at any time."

Committee had a private meeting tonight, at which they formally organized. The proceedings were confined to a ^general exchange of views delivered in a colloquial and informal manner.

Although the programme is oonsidered settled, the committee will remain in permanent organisation, keeping a quorum of their body here until something is accomplished for the relief of the State.

They have pledged themselves to allow no discouraging or untoward events to detpr them from the' earnest and persistent pursuits of this object in view.

No changes will be made in the committee. A letter! having been received from Wendhall Robertson, that, although detained, he would soon arriye here, the committee will meet to-morrow at nine o'clock and remain in full session nntil Wednesday of next week, when, probably, all but a quorum will go home, with the[ understanding that some will retarn and tellove those here on duty, thus keep* ing constantly in session and prepared to take advantage of any efrenmatanoea wfajicb may arise, towards the object, of -their meeting.

Biebards, Speaker of the House of Representative, and delegate to the Chicago Convention for the State at large, has introduced a bill in the House to be submitted to a vote of the people, authorizing a convention to be composed of the members of the present Legislature, to Convene on tbe 22dof February,enfranchise the disfranchised people of the State.

The bill at the close of the debate waff* indefinitely postponed. Mr. Richards is a thorough National, Republican, advocated in 1866 the bill allowing persons to testify in courts, and voted for their enfranchisement but the majority in the House differ with him on the suffrage question^ admitting bis ability and trustworthiness, thdy do not think the time for general enfranchisement has arrived.

The subject will hereafter come up in another shape. The Ku-Klux have much to do with the: state of feeling on the franchise question. t* v.a- .. -n
