THE use of ste&l, instead of iron, for tbe tails of railroads, has not been productive of the saving which was at first expected of it Tbe surface of the steel rail is in deed harder, abd therefore wears better than iron -but steel has not the tough, fibrous character of iron, and in frosty weather, it breaks with alarming ease. Then, although the first cost, of steel is nearly double that of iron, old steel rails sell for little or nothing, while old iron rails are worth half the price of new. Taking all these facts into account, it is found tO be cheaper to lay down good iron rails than steel ones, except in the vicinity of stations, where thoracis a great deal'Of friction from the frequent breaking up of trains, and butTittle rapid movement. The increase in the pay of unskilled mechanical labor has been 50 per cent. for skilled labor 60 per cent.

From a long series of tables the Commissioner concludes that "the aggregate wealth of the country is increasing,probably as rapidly as at any former peri od." But be says that this does riot prove that the general prosperity is increasing. "Tbe laborer, especially he who has large family to support, is not as prosperLais as he was in 1860."

He thinks this oppression of the jaborer ia due to our inflated currency and'lo our system of taxation. He confesses that the reduction of prices anticipated from the abolition of many taxss has not been realized. He says:

In tbe case of not a tew articles, as pig iron, manufactured lumber, ar»d salt, tbe prices since the removal of taxation have actuually advanoed, while in another in stances, as in the case of agricultural im plements, sewing'machines, hoop-Ekirts, manufactures of silk, newspapers, and in fact most articles which are the products of monopolies created by patents, estab lisbed custom, or other oircumBtancts, the repeal of the internal tax, through the maintenance of former prices, had been only equivalent to legislaing a bounty into the pockets of the producer,"

This does not sustain tbe theory of those who say that all taxes come out of labor at last.—Cincinnati

Tbe Legislature had authorized the issue of bondB to the amount of 1300,000, and they wore anxious to control these bonds. Gleason went to Washington and arranged the following programme with a party there this party was to take all the bonds at 70 cents—or father they were to.be pledged to him in advance at that price. Then he was to buy up State scrip at 50 to 60 cents, or as low as he could get it, and pay for the bonds in this scrip. In this way he would actually get the bonds at about 30 cents oh the dollar, making an immense profit out of the transaction and Gleason proposed to me that the bonds should be disposed of in this way, and that the profits should be divided between us. I refused to sanction such a rohbery upon the people, and SQ I must be removed in order to enable Gleason to get the bonda under bis own control, to dispose of 7 for. the profit of the ring. And how had I oflended Senator Osborn? I had refused to make appointments at his diotation, and so allow him to control the State, regardless of my own judgment but, wo?se than this, I -had blooked one of '-his scheties for plunder. Senator Osborn proposed fo me that we rbould obtstfn from the United States.Government^the grant of a large tract oi land at Pensacoia, for the State, and .that I should then influence the Surveyor General so that this land might be sold at a mere nominat-'price to Senator Osborn. I refused to countenance this scheme, and so I must be removed, that a more pliant tool might take my place, and the ring might plunder to its heart's content.

The Commissioner of Internal Bevenue says that the average advance of groceries from 1860 to 1867 was "a little in oxceas of 86 percent. of dry goods and clothing, 86j per cent. of fuel, 57 por cent. of bouse rent in New York, Philadelphia, Newark and Pittsburg, from 90 to 100 per cent. He says that the increase in all the necessaries of life has "been about 78 per cent.
