Congress and the People.
•While members of Congress are athome for the better enjoyment? tbe holiday
that they may learn something from their "approved gocd masters," the pfeople, |s to what is wanted, and what is not wanted ef the Fortieth Congress, during the few remaining weeks of its existence. It
facte—and we charitably hope most of them are—must know that the Bepubli
can party triumphed in the late national election, not because the people were enamored of the present Congress, but sltnply because there was no other part^ in whose hands they dared to trust the government. Democratic sins and folly, more than Bepubiioan wisdom and virtue .—&8 exemplified in Congressional Ipgislaf tion—gave the control of the govern mgiit, fcr tbo next two yeais at least, tr the Kepublican party. ThiB fact cannot be too sedulously kept in otind by all whom
section are concerned, they do
In addition to letting alone this matter of resumption, Congressmen may as well understand that the publio mind is io no temper to brook any extravaganco whatever. They will be held to a rigid accountability for every dollar that they vole away. The people kuow well what "rings" aro at work, and they will know, too, on whom they work. Kvery member of either house who gives his vote for any of the schemes now working for tbe depletion of the treasury will be held up to the country us a man who has proved unfaithful to the truei reposed in tiim The people will believe hii vote is gained by other influancea than a seneo of public duty, lo brief, tbe Congressman who helps any of tbe infamous "rings" to get thoirhauds into the treasury will be supposed to do so for a consideration, and will bu hunted down by the free press of tbe country as an object of universal exocratioii. Tho time has come when the people not only demand, but mean to havo economy. Talk will not satisfy thie demand. It must be met by consistent action. We don't want any "be-it enacted" promises that the public debt shall bo paid in this or that shape, or at this or that time.— Tho peoplfe know tha publio debt
It will not be possible for tliia Congress to purge the civil service of the rascals whom JOHNSON has foisted upon it, but their evil days will soon be numbered.— With an honest roan at the head of tho government, an executive in harmony with Congress, there will bo no dividing the responsibility with tho Democratic party. Thenr if the Kepublican administration and Republican Congress ahull deal honestiy with the people—and we believe they will- public confldence, BO long unsettled by a want of harmony between tho executive and legislative departments and by scoundrelism Introduced into tho public sorvice, and carefully nuriurel by JoHWsoy, will be rostore-1. Our immeasurable resources will develop, and our debt will Re gradually extinguished without any apparent detriment to national or individunl prosperity.
Wa repeat, Kt ihk Congress Hop all talk of tinkcribg tha finances. Let buci. ue men feel that they have firm ground under thair foet, or at least as firm as it has been during the last two years, and let them not be haunted with the knowledge that t.hiyr stathl' on & treacherous crust, into WhKhicores *f well-meaning but dangerous ttieh arc driving their picks and shovels Tb rash haste to find tba "hard pan.''

any trying of doubtful experiments with our finances. They believe tba several plans for legislation as to a definite llm6 for the resumption of specio paymont, are very rnuch worse than useless, very far removed from harmless. They have studied tho theory of our honored Senator^ and have regretfully failed to find in it what the Senator, with undoubted einceri ty and great ability, claims for it. They Look at GRKELKT'8 plan and are as ton Uhed to think an honest, kind-hearted man, could proposo a measure which he candidly admits would work unlimited hardship to those who most need the re* verse treatment They think his scheme little loss than atrocious. They aBk Congrats to lot tbe Kubjeot of resumption alone, and not only to let it alone, but. to let tho world know that they don't intend any legielaUou in that direction.
Already tie evil results of this talk of tinkering our finances uro perceptible in thlH city, in iho abandonment or EUS peDslon of placs for eiten&ive building operations. Our capitalists will not go on with such enterprises, so long as there is even a possibility of great and Buddsn fluctuations in the value of the currency What is true of this city is true as to the country at large.

"I have come toregard it as a healthy indi cation. There never was a time durin the late war that, had Mr. Greeley's advice been followed, but that disaster and disgrace would have fallen on the country. The Mltoheli & Terre Haute Railroad.
At a railroad meeting in New Albany, last Wednesday night, Mr. CTTLBERTBON, I a prominent merchant and capitalist of that city, spoke of the Mitchell & Terre Haute road as follows
The road would be about eighty miles long, and cost, fully equipped, probably ¥15,000 or $20,000 por mile. The heaviest expense weuld be In getting out of Lawrence county. But a route through the County, and a most favorable one, he was assured could be obtained. Mr. Culbertson rtlso ipoke of the Iron and ooal fields tbis road would develop. Coal and iron, of superior quality, existed in inexhaustible supply In Greene county. This coal and iron tfould find a market over tbis road.
Other leading business men of New Albany spoke earnestly in favor of the prosecution of the enterprise. The sense of the meeting was olearly expressed in tho following resolution whioh was unanimously adopted:
That this meeting view with
fnvor the building of the New Albany and Vincennos railroad, and the Mitchell and Terre Haute railroad, and are In favor of the city making liberal subscriptions to each of these enterprises.
Our friends in that section evidently mean business, and we believe a similar spirit existo among tbe people along this end of the proposed line. Decisive action will probably be taken in the matter in tbe course of a lew weeks. Meantime the subject is being extensively discussed and tinds universal favor.
