The report of a proposed conference on the Eastern question is fully confirmed. The Vienna Presse (Government organ) says semi-officially, that the plan originated.with Russia backed by Prussia, and the scheme is favored by Austria and Itaiy. The effort to settle*the question without bloodshed will undoubtedly bo successful.

The public newspapers says that Russia approves the proposition of Prussia to invite England, France and Austria to an advance on the Turco Greek difficulty.
The Moniteur has late Paraguayan advices which say the position of Lopez is critical, in consequence of his differences with the United States, and that he will probably seek reconciliation with the American Government.
The Moniteur also state6 that Paraguay continues to mt^ke energetic resistance to tho movement of the allied army.

-BULTANA, Dec. 22.—The steamer Montezuma, which left Neuvitas on the 17th, has arrived with eighty sick and wounded soldiers, and thirteen prisoners. She brings intelligence that 4,000 troops and ten pieces of artillery had started by various routes to attack the town of Bouyas. Neuvitas and Port-au-Prince are still in communication.

NEW YOBK Dec. 23—Samuel Bowles of the Springfield Republican was arrested last night at the Fifth Avenue hotel and taken to Ludlow street jail by the Sheriff on a warrant issued at the instance of amos Fisk, who charges him with libel. Bowles was bailed out.

SPEAKER COLFAX.
In his speech at the New England dinner last night, Mr. Oolfax referred to the growth of the United States as the result of the grandeur of American Citizenship. It is the shield of American citizenship which shall make us proud and potential, and lift up our country to a prouder position among nations.
It is that which is to taach those who are clothed with solemn trust, represent* fng this great realm of freemen who rule her, not by divine right, but by free institutions, that when they stand speaking for us at the bar of any civilized nation in the world, thoy shall not on the one hand disgrace us by boastful gasconade, or on the other dishonor us by bowing the knee tben, when with that self-re-liance, that calm, that dignified American Nationality, we command tbe respeot to which our great resources and our unequalled trials, which we have survived so gloriously and auspiciously entitle us, then wo need not go into tbe markets of the world to offer gold and silver to induce those Islands of the Sea and adjacent States and provinces to cast in their lot with us, to share with us our future.
I feel ashamed at American citizens when I hear of proffers to buy Boil and sovereignty, men, women and children with gold and silver from our national treasury, to share with us in the magnificent future, as you would spurn a bride that is bought with gold, as any fair woman would spurn a husband who had been lured to her side by her wealth instead of her heart. So we as Americans shoul elevate our nationality to win those who are near to us in territorial congeniality to cast their lot with us. When voluntarily, and in a body, they ask to share with us in our destinies and our magnificent future, we should then welcome them into tbe fold of American citizens.

"In the case of the United States vs. about $20,000 worth of property found at the rectifying establishment of Watson & Crairy, before the United States District Court to-day, the jury returned a verdict for tho Government. The defence obtained thirty days stay of proceedings.

A VETO COMING.
It is reported the President will veto the Southern militia bill. LICENSE LAWS.
Commercial travellers held another meeting this p. m, which was largely attended.
Many cases of hardship arising under State and municipal liconsa laws were rehearsed. Several of the speakers denounced these laws as odious and tyrannic cal.
The general opinion favored making a test case and taking it to the Supreme Court for decision, but a committee was appointed to consult Attorney General Evarts on the subject.

MEMPHIS, Dec. 23.—The Avalanche's Little Rock special of yesterday says, refugees from the counties afflicted with the militia continue to, flock to this city, confirming reports of outrages by the militia.
The report that Grant had sent officors to investigate the outrages, was received with rejoicing.
By the Governor's proclamation this morning Little River county, that portion oast of Red River, is turned over to tbe civil authorities.

CHICAGO, Dec. 23.—Rev. Dr. Dunn, for a long time, and up to a few months since, Vicar General of the Roman Catholic Diocese, and one of the dismissed Priests in the controversy with Bishop Duggan, died this morning in the 45th year of his age. He bad been in bad health for many years. He had been in this diocese sines 1848, and in this city fifteen years. He was a native of Ireland but came to this country at an early age. Dr. Dunn was very generally respected by all classes of people.

The counties of Danklew, Ripley, Shannon, Wayne and Oregon, in the 3d district, Platte and Jackson, in the 6th, district, and Monroe in the 9th, havo hot' been counted on account of illegal registration or disregard of law. The whole matter will be laid before the Legisla-: ture, and until that body acts upon the returns the Secretary of State will not' Issue certificates to anybody.
The majority against the constitutional amendment is 19,817. PROM IDAHO.
A Salt Lake dispatch says the Idaho Legislature met at Boice City on the 9th. Gov. Ballard's message recommends the reversion of the mining laws, and asks the Legislature to petition Congress, for additional appropriation to survey public lands. Already there has been $30,000 in excess of cost of first survey. He com plains of the mismanagement of postal affairs, many routes established through ignorance of the geography and positio^ of the country being impracticable others runriing double services at unnecessary expense. The northern portion of thb territory with many large settlements arj) without mail communication. He hopes Congress will remedy this. He reports that from 5000 to 8000 Indians remain in the Territory, who now act friendly, jpjl should be settled upon reservations.
