Such members shall resume their seats, their successors vacating the same, and no person shall bo a member of the Legislature or hold office under thd provisional government who is ineligible to the terms of the 14th amendment.

It is further provided that the Circuit and District Courts of the United States shall have concurrent jurisdiction with the Courts under said provisional government, of all officers, but such U. ST Courts shall not proeeed therein unless the party injured or some ono in his behalf shall make oath before a Judge or a .commission that justice cannot be obtained in said provisional Court.

Finally, it is msde the duty of the President of the United States, to cause to be stationed in the State iaohjrfo'rtidp of land and naval forties of the United the
