Uarfloli, from Committee on Mill-* tary Affairs, reported a bill to restore tho buroau of Indian affairs to the War Department from Janaary 1st, 1869, and moved the previous question on its passage.
Mr. "Windom hopod a bill of such importance would not bo passed under the previous quostion.
Mri Garfield said if the previous ques:,iun was seconded ho would be entitled WW hour to closo, and he would distribute that timo among those who desired 4o diajcuss the bill.
The previous question was seconded. Air'. Uarfiold stated briefly he advocated the purposes and provisions of the bill, remarking all tho military officers, Grant, ipan, Sheridan, and othors, recompiled the change.
Mr. Windom opposed the bill and de niod that Sherman rocommeaded the change, on tho contrary, the Poaco Commission, with the officers, all hesitated to mako such recommendation. If thore was any department of the Government that was a great assistant of tho Troasury was tho War Dopartmont. Ho had thown last session that to tako caro of ,000 Indians in Arizona, undor tho War Department, had cost a million and a halfdollars, whilo the 30,000 Indians in tho whole country had cost only four
millions. He,referred to the immonse oxpongos of casing on Indian wars, and thought with such facts tho House ought not to pass tho bill without having it printed and giving a chance to road it.
Mrj Clark (Ks.) favored tho passage of tho l^ill. The Indian bureau, ho said, was ah opon and standing di3graco to the
Government. He reforrod to tho rocont commission to the Osago Indians, and stated that commission was attended by a vast rati nuo
of speculators that it mado a troaty by which oight million acros of land woro taken for a song,' and transferred to men whoso reputation was not above suspicion.
Mr. Paine was in favor of transfer to the War Department, but thought the bill stiould bo amended so as to require nds from officers having the making of contracts and disbursement^! money.
Mrl Schenck advocatod tho bill because he thought no reform proposed in the House would be so affective in breaking up a'ffeul nost of thieves, as tho passage of the hill would b6.!

»H®e Spoke of Indian agents as a parcel of corrupt civilians interested in geUing up Indian wars, in which they incurred rio peril, and argued that when the War Department would have control it would ba much more likely to avoid than to provoke war.
Mr^ Higbee opposed the "bill, and gave as his judgment that the attempted removal would prove a failure. He thought the Government in dealing with Indians would have to come back to tho principles of William Penn.
Mr. Garfield closed the debate, and read extract from the report of Gen. SherrAan dated Nov. 1st, 1868, in which it is stated he has come to the conclusion tbera is but one thing to be done with ndiaps, and that is, to transfer the \ureai to tho War Department.
