FROM the statistics of the Methodist Episcopal Church in the United States in 1868, published by authority of the church, we condense the follqwing items of interest, showing thfe Qonditicte oi^the church in the State of Indiana: North Indiana Ccnference, total membership 32,830 increase In 1868, 2,757 increase in 1867, 1,822. Southern Indiana Conference, total membership 2?,8&9j increase in 1363, 5^126. Northwest Indiana Conference, total membership 20,063 increase in 1868, 2,047 in 1867, 344. Indiana Conference, total membership, 28,376. 'Owing to a change in the Conference boundaries, made by the last General poaferenc^, thefe is a decrease in the membership of this Conference, as compared with 1867, of 464 but if the boundaries of 1867 had been retained, an inerease of near 6,000 would be shown in the membership. These statistics show the total number of Methodists in Indiana to be one hundred and four thousand and eight, with an increase during the year 1868 of about 15,924.
The increase in the value of church property, the number of i^w ohurchee, Sunday schools, and benevolent contributions for the year 1868 has been proportionately large.

CONSTITUTIONAL AMENDMENTS.^?
The Herald says editorially we learn from the best attainable authority that General Grant is emphatically in favor of so amending the Constitution as to limit therein the President to onto term, and to make universal suffrage or stfffrage to male citizens of all Ifi608
aQd
colors above the age of 21 years, -the supreme law of the land. With regard ,tp universal suffrage we suspect the constitutional amendment, Article 14, which provides that the several States may regulate suffrage each for itself, but in proportion as suffrage is restricted, representation shall be restricted is not considered a settlement by General Grant, but a rule apt to result in endless troubles from the conflicting plans likely to be adopted among States. Hence, no doubt, Gen. Grant has concluded an amendment making universal manhood suffrage the supreme law of tho land in all the States and Territories, is the only decisive eolation of this otherwise embarwwsiBg question.
SENATOR SUMNBR.
A Washington special says Senator Sumner recently expressed himself determined to take a stand in Congress for an Immediate resumption of epecia pay4 ruents. Nothing more he thinks need be done as to the reconstruction laws, as General Grant will enforce them. With Reverdy Johnson, he was entirely disgusted, and was sorry he consented to his confirmation. ...

A, d»t}Jpt uildaratancling muBt be had that the agreement on the part of 'Great Britain to submit claims against the two countries to the arbitrament of a claims commission is accepted by this -Government as an acknowledgement that the recognition of the Southern rebellion government as a belligerent power was a violation of the neutrality Iftw- wtablished by England herself.
This will not be insisted W *ftn 'article in y»e.treaty w|ien it ig finally perfected, but'It will fiuK assurdlly form a distinfct and permanent feature in the preliminary correspondence. 2d, That all claims against citizens of this Government which have been decided in our favpr by courts of England, sl»all be excluded from the consideration of the commission.
It Is quite probable that claims against the United States, which only have been adjudicated by American courts, will not bo included in the exclusion.
Such an agreement as this can be effected without violation to either American oj: English precedent. It is believed these two points were suggested as'tke result of the first Cabinet meeting which has occurred since the Johnson-Stanley protocol has been received, and that those1 will be followed by other and, more significant points to be agreed on at the Cabinet meeting to-morrow. In fact, it is feared the final agreement between the two Governments will be delayed until after the new Parliament convenes.— Then,-as a matter of course, it will be further delayed until the organization of the new Ministry, which may not possibly occur until Mr. Seward's tentire-of-offiee ia «bout^ expiring so tho whole question will be bequeathed to General Grant's Administration. New men Will take it up on both sides, and it may be one, two or three years before it is finally settled. In this connection it must be remembered the United 'States cannot reckon upon the entire good will of John Bright and his followers, as it was stated in dispatch of
