New York papersthat the prompt construction of the East India telegraph cable is fully as«»red 1y Sabacrtptions made to the capital stock of the company by a number of leading capitalists in Philadelphia, New York and New England. Of the 56,000 shares of the stock, bat 4,600 reinained t'o be sold, at 50 per ghare, a few days, ago, and it may be closed out any day. It is now definitely settled that on the 25th inBt. the itock •will be witdrawn irom the market, if not sooner closed out. We are glad to know that .this important enterprise will now be completed as soon us the cable can be maun factored and laid, and it is not doubted by any.

(fact
familiar with
the vast commmefciftl interests of the Asiatic coast, that the cable will pay yery liberal returns on its stock.
The Liberal party having triumphed completely in the late Parliamentary election, the Queen will, in accordance "with long established custom, call upon Mr. Gladstone, tho acknowledged leader of the triumphant party, to form anew Cabinet, in other words, to "run'' tho Government. It will soon be seen, therefore, how much real truth there was in the next Premier's recent remarks, that the English Liberals would "endeavor to govern Ireland according to Irish idfea3 and wishes." It may have been merely an electioneering dodge, or it may have been a solemn pledge that will be sacredly carried out. One thing is quite certain, the attempt to govern Ireland according to English ideas has proved an utter failure. It is to be hoped Gladbtohe will try the opposite experiment, agreeably to his promise.
»~"Wjb published a »ews item from ati eastern exchange, a few days ago, which stated that the erecutora of TSADDXtJS Stkthns Would And that his entire property, after paying his debts, will only net from $65,000 to $75,000. Later intelligence confirms this statement, and proves that the patriot died possessed of less property than he had when he first went to Congress, and considerable less than he was worth when, after an absence:, of several year.?, he returned to soon bocome the leader of the House. This speaks volumes in praise of the Old Commoner, and proves him to have been a bright example of honesty, at a time when the reverse was much the fashion. Bei Chairman of the Committee of Ways and
Means, arid afterwards of the Committee on Appropriations, be was in position to have accumulated, with entiro legal im punity, an immense fortune. Mr. 8tevbms had grave defects of character, but his inflexible devotion to liberty and his sterling honesty entitle him to tho lasting respect of the American peoplo.
Inquirer,
calls atlo(
tion to the fact that the sailors wh served in the Mississippi squadron, loot to Admiral Farragdt to see that justice is done in the matter of their claims. It appears that nearly twenty millions cjf dollars havo accumulated in the Treasurer Department belonging to those gallant tara cr their beirs.
Now that the "old Salamander" is once mare at home, we trust that, he will take Gideon by the beard, and see that the righteous claims of the men who upheld the "Banner of the Sea," are properly attended to and satisfactorily adjusted. If tho Department cannotdoaoything, let the Admiral bring the matter before Congress, and demand that justice which is due the noble men who captured Nefc Orleans, and who covered themselvae with glory at Port Hudson, Mobile and other points in the Southwest. We believe that the Admiral will, when the matter is brought to his attention, take it into immediate consideration, and press it to a termination whioh shall prove satisfactory to the men who through the Rebellion upheld the Stars and Stripes on the lanii, the river and the ocean.
Suffering in Switzerland. Americans naturally feel a deep sympathy with the inhabitants of the only Bepublic in Europe in the disasters caused by the recent flood. Our telegraphic accounts Lave given us but little conception of the damage done and suffering caused by tho raging waters. This deficiency has been supplied by a letter from Chables A. Page, American Consul 'at Zurich, in which he details to Secretary Sewakd the devastations of the late deluge. The contcur of the little Republic is such as to throw it open to the mercy of high waters during protracted rain storms. High mountains, with narrow and almost gorge-like valleys, render the country an abject prey to floods. The former give quantity and impetus, while the latter furnish but liU tie vent. Like pent-up furies the waters go surging along, carrying devastation everywhere in their track. The governments of the Continent are responding liberally to the appeals for help that come from the mountains. America should not be behind hand. It may not be out of place to mention that these floods are constantly increasing in violence. For over a hundred years this
has been noticed. The fact is ascribed to several causes, the principal one being the constant dewoodiog of the mountains. Bach generation goes a little higher and wider for fuel, and thus the ^n^ntftina become stripped- In several of the cantons of Switzerland the laws prohibit a proprietor from catting down a tree^ large or smal|, without planting atiothtsr the same season, and in others he has to obtain the consent of tfce authorities even to make such exchange of an old tree for a sapling. But our Indianapolis cotemporary goes still further and ably advocates what we suggested Saturday, the education of colored children, It thinks "aotmd policy and justice denaod this." It believes with us, that while it is neither politic nor desirable that white and colored children shall be compelled to attend the same schools, yet wherever there are enough of the latter in a township to form a school of their own. one should be established for their benefit, and be supported in the eame way that schools for white children are supported.

correspondent of the New York
a newspaper not inclined to givej undue praiso, gives the following descrip tion of the accommodations of the Logan House at Altoona, where passengers on the Pennsylvania Railroad stop for meals
The mountain lap in which this young and thriving town is seated, has an eleva tion pf about 1,100 feet above tho level of the sea It is on the line of the Pennsylvania Central Railroad, and at the foot,i on the eastern side, of the steep ascent of tjie Allegany ridge. Many travelers go. itigwestward, and arriving here at even-i tng, "lay over" for' the night, that they may see by day the picturesque scenery afForded in the passage. And when in tho cars the next morning, they have nothing to regret, but much to bo thankful for .Thb tSain stops in front of the "Logan Housed' not fifty feet from its porch. A choice and bountiful supper, elegant par lors, with or without music, airy cham^ ber«, beds and mattresses that allow no sensibility of bones, bath tubs on the same floor, and a breakfast better than you can get at houae, generally, put party of lriends in excellent relish to fly up the Allegheny Mountains! They-are sure to leave a unanimous verdict of "blessing3 on the Lojan House."
It will not be disagreeable to the "trav^ elingpublie'isto be .*. lityle more gwMcularly~inform3(f as tcr the bind 6?1fetertainraeot that may be depended on at this place. It is 313 miles from New York by the shortest route Westward, which, in my judgment, is also the safest and loast wearing. 1 have tried all the routes oftei^ enodgh to compare their merits and draw* baclie and I am glad to praise the beat, that the others may be stimulated to do as wolljor better if they can. What the traveler most suffers from, and grumbles about, is railway station fare. With every good reason. It is mostly vile, unwholesomo slutt'. I can give authoritave advice aa to 97 out of every 100 stoppiug places between Buston, Washington, Ohieago, St. Louis, &c. "Don't eat there.— You will get bad articles, badly cooked, pay double price, and carry away a aix* hours' headache." One of the three in 100 where this will not happen is here.
On lighting at the Logan House, you see the unwonted convenience of near forty basins whereat to wa9h, and clean towels to correspond. Water is brought in pipes from a notch in the mountains, called the "kettle," several miles distant. It givtifc me malignant pleasure to name in contrast the "wash room" at Easlon, on the New Jersey Central rord, where the Cincinnati night express stops for breakfast. Within fifty feet of a canal,' and a hundred or so of the Delaware River, they furnish one tin basin and one towel a tortnighl for fifty or more passengers and they expect ull to wash in the same water. If any enterprising, Etrong minded woman wants clean water, she may find a hogshead outside, round a corner, with a tap that lets out a stream as big as a pipestem, at which iu half an hour sho may renew the basin. The ba sins at the Logan Houee are in line along the porch, extending sixty or seventy feet each side of the dining room door.
A very important result of this arrangement is that the traveler has nineteen minutes out of the twenty for which the train utopa, to eat deliberately and in a Christian mauner whereas, at places like E as ton so much time is consumed by people interpupting each other in the washing process that he can do nothing but snutcb and run. It is, I verily believe, apart of the calculation o( railway eating-house keepers generally to reduce the time of actual eating, and to jam people together in a squabble, so that they can't swalloW more than half a meal, while they pay for a whole one.— Experienced travelers have discovered this trick, and prefer to starve, if they have not a home-made sandwich in re#erve. ^Tha House" has a front of feet or tnbtfe, with wings running back. The dining-room is 150 feet, long, and furnished with short tables, at each of which twelve people may be comfortably Mated. The floor is always as clean as if it had just been scrubbed. The tableclotbs are spotless. It was formerly a practice to furnish napkins, bat it became so common for travelers to mistake them for handkerchiefs and carry them off, that it proved too expensive. As the house dines, on an average, one thousand persons daily, from thirty or more trams, you may infer that there is a deal ef "social science," involved in the management. Yet there ia no eonfusion, but perfect order and quietness, explainable largely by the fact that the' house has no bar. A supply of liquor i» generally considered indispensable to make a hotel popular. Bui lhe Logan House is popular notwithstanding. So widely is it known and appreciated, that people, when they get on the train at

excellent article: If the safety, progress and good order of the State depend upon the intelligence of its inhabitants, it is as important that one clas3 of children shall be educated as another. An ignorant colored population will be no leas injurious to the general welfare th&u an equal number of white* all children, therefore, should enjoy such educational advantages as the State is able to supply, and all classes ought to be taxed alike, in proportion to their means, as the Constitution imperatively commands shall be done."
At an early period of the next session of the Legislature, a bill will be pressnted designed to-accomplish the objects which we have intimated in our articles on this subject, to-wit:—the relief of the colored people from an outrageous injustice and the extension to them, so far as may be found practicable, of the benefits of our excellent syttem of public instruction. It ia very strange that the people of this great commonwealth have so long persisted in a course of cruelty and oppression towards this class of our population strange that white men have compelled negroes toassisl in paying for the education of white children, while colored cMldreti havebeenieft,so far as the State is concerned, to grow up in ignorance and its resultant vices.

The Logan Hnnse haa 106 lodgingrooms, altogether on a more liberal scale than those of any city hotel. The ceilings are high, ventilation ample, and the furniture is substantial and elegant. One must have pleasant dreams, if any, on such beds and mattresses. Every room baa gas, and each floor bathrooms and closets. Each story has wide hall-ways, with balconies at the windows, from which you look downward on the never ceasing passage of railway trains, or upward to the tops of the mountain ridges, just now arrayed in the sad but beautiful colors of Autumn. On the top of the house is a look-out for the watchman of trains, who pulls a bell-tope to notify when the tables must be prepared and the food dished.— The natural head uf waterm sufficient for hose pipes over the roofj and all through the house. The steam-heating apparatus is in a separate building, and warmers are distributed in the halls and parlors. These latter are furnished in city style, abating only tho tawdryneas that passes for luxury. One of,-.them haa served as a ball-room all summer, being left uncarpeted for that purpose, and first rate piano gives the music.

It is said the Lieut. Governorship is an unimportant office. That matters not.— It fast least an honorable office, and one created by the people, and asked for by Mr, Cumback. We are opposed to asking for an office to be used simply as a step ping-stone to another—opposed to all double dealing as owell in politics as in trade. ft, At this time .among those named for the position of U. S. Senator our (the senior editor) choice is the Hotf. Richard W. Senatorship and not the Lieut. Governorship, why did he not say so, and let some other man take his late place on our ticket? There are many'men, honest and capable, who would willing have accepted the position of candidate for the office to which he has just been elected, and who would have labored as hard and persistently and as successfully for the party a8 he has done, for tue sake of office itself and if Mr. Cumback did not want it, he should not have accepted the nomination. But for reasons such as these, we would declare for the Hon. D. D. Pratt, our distinguished Congressman elect as our choice, for this Senatorship. Either he or Mr.,Cu'mKack would fill well the office, and both aire toen Whom for their ability ami their great moral worth, we delight to honor but they have asked the people for their suffrages for the offices of Lieut.
