Reconstruction in Mississippi It will be remembered by those of our readors who have watched the progress of reconstruction movements, that the State Convention of Mississippi, in March last, appointed a Committee of five members to whom was committed the trust of superintending the election on the State Constitution framed by that convention, and the election of State officers, members of Congress and a Legislature under it. This Committee have recently, by proclamation, announc ed the ratification of said Consli'ution by a majority of the legal votes cast, and the election of the Republican candidates for State o£Scers*nJLt is presumed that Congress, to whom this action will be submitted at the approaching session, will approve this result, and immediately rect ognize the new order of thiogc by admit jting the Congressmen elect to their seats

The St. Louis Democrat gives the folT lowing explanation of the comparatively (mall vote of that city:

A paragraph is going the rounds, atid appears of course in Chicago papers Which know better, stating that the total vote of St. Louis is but 16,000. Over nineteen thousand vote* were cast in the f'irst Congressional district alone. The total vote of St. Louis for Governor was, for McClurg 15,677, for Phelps 14,016. to* tal 29,693 for Grant 16,182, for Seymour 13,438, total 29,620. The whole number registered was 32,000. It is true that the vole of this city does not ccmpare fairly with that of other cities of the same population, for several reasons: first we have about five thousand white citizeos of votisg age who are disfranchised second, we nave a considerable colored population, and that is not represented in the number of voters third, we bavea pretty large number of residents who still remain subjects of foreign powers, and have not yet taken steps to acquire the right of suffrage. There are, including all these classes, over forty thousand persons of voting age in this city, but the vote actually cast was only 29,693. Bal timore cast 30,655,.Cincinnati 31,276, Boaton 27,566, and San Francisco 25,709, while Chicago cast 39,679.
