Congress was forced into the passage of the Reconstruction acts, and compelled to decree that the black# should be admitted to citizenship. The agitation was great, the opposition bitter. When the National Democratic Con* vention met in New York, last July, one faction came from the West, demanding a repudiation of the National debt, and another from the South demanding that the Reconstruction acts should be set aside, that the South Bhould be restored to control in the government, that the men who had left their seats in Congress should be invited back to them, and th«it the men who had been most bloody in the rebellion, should be elected to placet of honor. The platform adopted contained, as principal planks, repudiatioc and anew rebellion. SBYMouR was nominated because he was willing to stultify himself and carry out the dishonest schemes of Pindiktok, which he hdd heretofore opposed.

It was criml nal folly to suppose that the citizen^ of thetfnited States, who had sustained ^ie government from 1861 to 1865, would be willing to be unjust and unfaithful to theuMelves, because they had been betray ed by Andrew Johhson. But the New York Convention had no more wisd6m than to suppose that such would bCfhe case. The Democrats understand differently now. The principles which triumphed finally at Appomattox Court House' are to be successful, notwithstanding jh treachery of Mr. Lincoln's suteis^r.

It appear* that the reduction made during the month of October was about |5,000,000, or at the rate of $60,000,000 an nually. With a fair and honest collet tion of the revenues, a mucn larger amount may be paid off each yeafr, with out any increase in the rate* of taxation. By a united and patriotic effort to put tbe national finance* in the best practicable condition, without regard te partisanship, we may advance the Government credit materially, lighten the burdens of taxation, and hasten the safe ireturn of specie payments.—CZw.
