South Carolina-
CHARLESTON, S. C. Oct. 29.—Governor Scott has issue! the following proclamation to tbe citizens of South Carolina
FELLOW-CITIZENS The numerous complaints made to this department, of murders and outrages committed by wicked and inconsiderate persons excited by intense party feeling, made it my duty to issue tbe late proclamation calling on all good and true men, without respect to political prejudice, to unite in a determination to discountenance and denounce lawlessness and violence, and in an effort to recover and maintain the good name that has heretofore been the heritage and pride of our beloved State. It is now my pleasing duty to congratulate you upon the beneficial results that have ensued from the admirable and well-timed address of General Hampton and tbe ex* ecutive Committee of the Dengocratic party, in honest and impressive tones. They have called upon the people to support the laws, to preserve peace, and to denounce those crime? which have recently been committed fh some portions of our State.
These patriotic counsels cannot fail of having a wide and wholesome influence i* moderating the vebeme&ee of feeling of those to whom tbey are authoratively addressed, while tbey have quieted the apprehensions and conciliated the respect and good will of their political opponents. This is certainly a just cause of congratulation to every well-wisher of the State, and it gives me unfeigned pleasure to acknowledge it, and to earnestly invoke the'co-operation of every member of the Republican party, in reciprocating to the ftillest extent the pacific policy so admirably inculcated by tbe Democratic leaden.
Let acrimonious and irritating discussions be avoided, and appeals be made to the intelligence and reason and not to the fears or passions of the community. Differ as we may in political sentiment, it is the dictate alike of wisdom and patriotism for all to appeal to and confide in the efficiency of peaceful remedies lor political evils, actual or supposed.
Let us bear and forbear, oe our maxim, and so shall the peac®,pro«perity and honor of onr beloved State be maintained and
