There has been considerable inquiry in reference
First—who are the Judges Qf Elections? and Second—Who, are the proper persons to sign and certify to the tally paper?
The statute' of 1852, regulating general alec^ons, is in force, and in connection with the act of 1667, controls all officers of Election Boards, their duties^ and the manner and form of voting. The 4th section of the act of 1852. 1 G. & H., p. 307, authorizes the inspectors at some time previous to the election,sto elect two qualified voters of the precinct, who with himself shall constitute a board of judges oFtfach election.
The sixth section of the same act authorizes the electore, on tbe morning of the election, to elect an inspector in- case the regular officer fails to attend, anJ such inspector shall then, as in previous case, select the judges.
The officers appointed under the regis* try law to aid the inspectors to make a registry of the votes, acton the day of the election *e clerks of the election board.
The S^sti section_of the act of 1852, p, 311, provides, that when the polls are closed and the votes all1 counted, the board of judges shall make out a certificate under their han'dsj stating the num ber of votes each person has received and desigbating the office, which number shall be written in words, and such certificate, together with one list of votes, and one of tally papers, shall be deposited with the inspector, or with one Of the. judges selected by tbe board of judges
