In his valedictory, on withdrawing from the Memphis Appeal, he says: "We shall not speak upon a stand or platform where a negro sits swelling in the bloom of his majestic sblf-importaru-e, expecting bis speech te be reported in the Avalanche, and be declared to be un orator ,superior many of another ool.'ir."

A WORLD correspondent has discovered that th« reason Maine went Republican was that tbe fishermen were not at home to vote. As everybody who kno.wa anything about Maine is aware that, in the first place, the sailors and fishermen ot the coast are rdi staunchly loyal, and, in the second place, all their fishing is done in tbe home bays, thus enabling them to throw their votes and their lines the same day—this World tietion can't stand. Probably, however the corre3« pondent wished to nint figuratively thut too many Democrats were half seas over.

Ex-GoV. CUKTIN of Pennsylvania, has initiated a movement which is iikely to be attended with excellent consequences. He has invited all the loyal Governors during the war, to attend the Soldiers' and Sailor Mass Convention, on the 1st and 2d of October,in Philadelphia. This is certainly a happy thought. TheSEi'MoCR par

ty is in sympathy with the late rebels. These loyal Ex-Governou know what th« nomocracy was in the days of the war, and their testimony coming up fresh and at first hand, will help the nati-in to understand who sro its friends, ar,d who its foes. '-wh—LW

GRAND REPUBLICAN DEMONSTRATION--TWENTY THOUSAND PATRIOTS IN LINE -IMPRESSIVE TORCHLIGHT PROCESSION-

PROCEEDINGS OF THE LEGISLATURE LAWLTCPS STATE NV SOCIETY—SPREAD OF LIBERAL PRINCIPLES—THB COTTON CROJPAKD MARKET—THEFLOUR MARKET—MONET MATTERS &C., &E.

Carrt'spoD'lonci' D.illy Eiprege.] NEW ORLEANS, LA.,Sept. 13, 1868. When a Nation or a Race eucceeds in gaining an emancipation from tyranny, in throwing off the shackles that have so long oppressed them, it is usual for them to frequently assombld en ma se, and thu mutually testily their happiness in their new-born Freedom. Of such a nature was thu Grand Republican Demonstration in this city on Saturday last. In pursuance of the arranged programme, tons of thousands of white and colored

Republicans hastened to their respective rendezvous so soon as the shades of night cast the city into darkness, yet as they assembled, each man carried a flaming torch tbo aggregate display of which il lurnined the streets with tha fight of day A hundred Club3 appeared in full force clad in baudsomu and tasteful uniforms, and attended by numerous bHnds of music which gave animation to the impressive ecene. Thousands of transparancies with in-numerable mottoes were borne aloft by stalwart arms, among which, preeminently cnspiotious, was a line reperentation of the Mechanic's Institute with the murderous ruffians who erewbile assassin ated tile members of tho Convention, and ths motto "These are our best Friends.' Business was entirely suspended on this occasion, the stores being universally clo5ed,and many citizens remaining within their houses still, tho streets through which the procession marched were lull and tho side-witlks w«re crowded to their utmost cupacity. Prom the cessation for tho time of the ordinary avocations of, business, and from indefinable rumors thnt had pervaded the city during the day, there seomed to exist an ominous panic among the community —a passsiige of impending evil—no douht enhanced, if not ^routed, by the fact that it was asoer trinud that the Democratic Ciubs had during tho week, boen making purchases of many thousand revolvers and other arm.-. Happily all these feats and appre hensions proved groundless, for never, perhaps, has so largo a body of men, un dor such circumstances, behaved with greater dignity, propriety, and decorum Nevertheless, we think we only represent the prevailing sentiment when we say that oach thoughtful man heartily con gratulated his fellow when the excite rncnt was over, and thanked God that no disturbance had occurred to mar the tran quility of tho evening.

The rebel-democratic party in Louisi

ana, undeterred by the severe lessons taugh^ them, arrogant and domineering even in their adversity, and unmindful of their oaths, as paroled prisoners, to observe their parole

aand

the laws in force where

they may reside/' continue to manifest throughout the State the most determined hostility to the Constitutional Congres sional plan of Reconstruction, and set at naught all laws, both human and divine, in their nefarious efl'orts to maintain a con" dition of anarchy and quasi rebellion.

Not a day elapses that Governor Warmoth is not in receipt of dispaffches announcing a continuation gf those diabolical murders and outrages, which, as in Tennesssee and Kentucky, have horrified and shocked the sensibilities of the civilized world. It is tbe first time in the history of the nation, we believe, when the General Government has been obliged to lend a hand to put dowii murderers, after a State has confessed itself unable to protect its citizens, aridu reveals a state of affairs in Louisi ana which no sensitive man can consider without a shudder.

Liberal prinuiples are fast obtaining the predominancy in political circles, and converts to Republicanism are constantly deserting their blase Democratic banner. Tho prevailing sentiment among tbe masses is essentially Republican, an instance of which may be noted in the activity and prosperity of the "Irish Re publican Club," a body of intelligent and enlightened men that bids fair to remove the stigma that his heretofore often attached to our adopted fellow citizen's from the Emerald Isle.

The Legislature distinguisi.es its sessions by a marked attention to business that is in pleasing contrast to those assembled here under the ancien regime. Sev eral bills having regard to sanitary meas ures have b9en recently introduced, among which may be mentioned one by Hon. Mortimer F.Smith,of the Sixth Senatorial District, providing for the appointment of an Inspector of Live Stock. Such an officer, at this time especially, is much

needed, and New Orleans is certainly behind the age in not having sooner filled the office The cattle disease, whether known as Murrain or Charbonne is bad enough pe~ ve, but to havo to cat the diseased cattle, and in such a warm climate is nci to be endured.

The accounts from the Cotton plantat.ons are more favorable a? tbe season AiUenees, which may probably account ior the decline we chronicle, but from tho best sources of information we are declined to put the crop at iciihiti two and a quarter million? of bales, as the boll worm, and in many cases tho army worm, been productive of wide-spread injury, —plantations having been sometimes wholly stripped in tho course of a few days. We quote yesterday's transactions at 1422 bales at'22@23i, being a fall of about |c., on former prices. Stock on hand and on shipboard 0*0 bales.

Flour dealers are apprehensive of a glut as the new crop comes in plentifully. Sales yesterday amounted to 2300 bbls„ which realised fair prices. Superfine being in demand at $7.r0. To-day three towboats with eleven barges brought down 40.000 bbb to which may be added 20.000 on hand thus making a total on hand of 60,000 bble. Besides this we estimate that there are 40.000 bbls., en route between here and St. Louis,

Money is easy at 10 per ct., for All paper to 1 per ct., per month and 1^ for second class. We quote 10@12 per ct., for Mortgage paper, first-chop, and 12@15 for second grade. Gold 142|@143.

OUR CHIC. AGO LETTER.

urib.oielmHi Pailj £xjuo»i.] CHICAGO, Sept. IF, 1868. A tS the ide3 of N ovember draw near the intei 'est of the puoplo hero as in all parts of the country in political matters is very great. The city is getting wild with excitement. Both parties are thoroughly organize and striving their "level best" to carry t.^e coming election. The Re. publican pt^ty has controlled a small majority for several years till at the last "municipal election through an improper nomination an a consequent lack or interest in the paity, the election was allowed to go by cAefault, and the Democrats succeeded in electing thoir candidates for Judge and Clerk of the Recorder's Court. The result is most beneficial, as in all parts of the country tbe Republicans have been awakened from their fancied security, and victory this full is

now insured. Never in tho history of this city have the loyal people gone to work in such good earnest. They havo determined for once to accept the emergency, and dis. play their full strength. Already over seven thousand (7.000) activo Tanners are enrolled in the various Ward organizations, and their number is constantly increasing. They ara out two or'three evenings every woek drilling. A number of public meetings have boon held in the Court Square since tho campaign commenced, all of which have drawn the people together in immense numbers on each occasion it has been necessary to have speaking from both doors of the building. The yard and tho slroets, for a couple of blocks, off have been a perfect jam of humanity. And all this without any great effort, advertising or announcing of imported speakers. Friday night, tho 4th inst, witnessed the grandest torchlight display ever made in Chicago. The Tanners were out in full force, full seven thousand marching through the principal streets.

Tho Democracy are likewise at work, but it is a notorious fact that they have lost their accustomed enthusiarm, They have made groat efforts to get up large mass meetings and torchlight procession They havo advertised the moetings far and wide falsely announced the best speakers and prominent politicians in tho country, and left nothing undone that could tend to draw thoir people together

But with all these inventions they have utterly failed, comparatively speaking, to realir.e their expectation's. On no single occasion havo they found it necessary to have speakers on more than one stand On the occasion of their largest gathereriogs, they have occupied only half the courtyard, and the streets adjacent have boen comparatively deserted, the bare faced lies of the Times to the contrary notwithstanding. What I have written of the political aspect in Chicago is not written in a spirit of party bias, but as true statement by one who has had every opportunity of seeing and hearing what is going on. I do not mean to say that the Democracy cannot get a crowd together, but that their gatherings in every instance since the campaign commenced have been entirely insignificant compared with those the of the Republicans. There] an absence of enthusiasm in the ranks of the former that can only be accounted for on the ground that Seymour and Blair are not acceptable candidates to those who so ardently admire the young greenback.

What is true of Chicago is likewise true of all this section of the country, if we may judge from the reports that reach us from various sources. The fact that the leaders of the Democracy cannot con trol their organization as well as former ly, in this city, is construed as evidence of a slight disintegration going on in their nun, bars. The Republican party in this State has been very fortunate in its nom inations for the fall elections. Good men have been selected, with unwonted unai nimity, for city, county, State and nation tional offices and the people are to have a fair chance to vote for principles They will all go to the polls this year and roll up such a majority for Grant and Col fax as will astonish even themselves at its immensity.
