LONDON,
Sept. 1.—Hon. John Bright
publiihea a long and eloquent address to the voters of Birmingham. jBc g|v.ea his views on nearly all the great questions at iuue, explains to his constituents the defects of the fotin bill, revjtoWs at large the question of suffrage, and repeats his desire for such extension of franchise as will c£il into 'exercise more of the enlightened intelligence of the country.
He denounces the principle of threecornered constituents as applied tti Birmingham. 'i
He believes the digeatablishmeat and diMQdowment of the Irish church would strengthen the cause df -Christianity and theOonstitution ofthecountry.
He closes by announcing himself the champion of these principles, and offers himself as a candidate for re-election to the House of Commons
The following particulars of events preceding the evacuation of Humaita by the Paraguayans are believed to be authentic.
Oh the I6U1 of July the Marquis Dec-. laxas, Commauder-in»Obief of the allied force*^'iecelved information that the Paraguayans were leaving the fortress.— He immediately ordered an advance, and column of 16,000 men crosaedthe ditches, entered the enemy's lines and took possession of a redoubt. They were making preparations to occupy the reft of the works when the Paraguayan troops openada fire of musketry and artiilery, which had terrible effect on the allied column in its crowded and disturbed condition.
The Paraguayans then advanced on the Brazilians, jumping into the redoubt and attacking them with bayonets, meantime keeping up a sharp artillery fire on the column which had commenced to fall back.
The attacking party of allies were driven from the redoubt, and the whole column retired to its camp, having suffered Severely in killed, wounded and prisoners.— The lowest estimate of their loss jin this attack places it at 600 killed, wounded and missing." -i*
Some divisions were almost cut to pieces, and large numbers of men were missing.
A few days later the allies assaulted a Paraguayan force in the Gran Uhaco. The attacking party was received with a heavy fire of artillery, which created a panio among: them, and they commenced a retreat in disorder. 4 J,
The Parayaguans left thei* defenses and pursued the retreating troops with great vigor. The latter again suffered a severe loss on their retreat, their killed and wounded amounting to 550.
On the 25th of July it was discovered that Humaita had at last been actually evacuated, all the heavy guns left in the place ware dismantled and spiked, and some munitions of war which could not easily be moved through the forest, left behind.
The garrison retired in good order and without interruption to the new position on the Tebicuaya rivetCy^
The fortifications there, which Lopez has been building for nearly a year, are believed to be impregnable, and the communications with the interior are secure.
The Paraguay river has been so obstructed as to be inaccessible to the iron clads of the allies.

NATAL DIFSATOHES.
The Navy department has dispatches from Admirals Farragutand Rowan, announcing the disposition of the European and Asiatic squadrons.
Also a dispatch from Lt.. Commander, Cushfng, commanding the Maumee, aAted Ydkohoma, July 12th, announcing he had found at Houma, ten or fifteen Europeans, comprising the crew of the fireman bark Leemona, which bad been captured by pirates two weeks before, within sight of the east coast of Haiuna...
The Leemona had ten able bodied white men and a number of Chinese passengera.
She was armed with two cannon arid a number of breech- loading rifles, revolvers &c, and yet was captured after a short chase by a junk carrying but.two gunB and a crew of twenty Chinamen. The Europeans did not defend themselves by a single shot, bUt surrendered in a mpst cowardly manner, and were actually'set to work breaking out the cargo for transfer to the junk.
Lieutenant Commander Cushing thinks such cases are encouragement to piracy, After taking all they*tdesired the pirates accd'does not doubt will lead to its increase, sent tbe captain of the bark and his men into the coal locker for ward, and closingthe batch, put on the sheet anchor and chain, after which they scuttled the ship, stove in the boat and sailed away, intending all bands should go down with the sinking ship.
The Captain and crew managed to break out and
rget
Chinese passengers to their fate. The whole case, says Commander Cushisng, is one of disgraceful cowkrdice, and he was glad to find there was not an American in the crew. Commander Cushing after a long cruise failed to find any of the pirates, and in obedience to orders sailed for Yokohoma.

DISTURBANCE FJT ABKA^SAS' The Republican gives tbe following version of tbe recently reported trouble in Arkansas, based, it says, upon reliable information as late as the evening of the 29th.
Conway County, 40 miles above Little Rock, has a large negro population, of whom a considerable number are Democrats.
Recently Bome radical negroes surrounded the house of a Democrat nigger, and after killing his dog tried to get him out of his house.
The assail&Qts were arrested, and in making up a negro jury a Democratic ne|ro was summoned, and him the radical blacks bore away with drawn weapons. Supposing he would return with his friends, tbe black radicals wont off and collected a number of men and arms.
Two white men who tried to persuade these negroes to desist, were fired upon, one of whom was mortally wounded and th$ other had a horpe killed tinder him. At this stage of the proceedings Messrs Hinkle and Gibbons, radical members of the Legislature, surrounded tb^colored people in great' number, and 200 or 300 whites and friendly negroes assembled at Lewisburg, on the river, for mutual-protection, tbey having been threatened with indiscriminate murder.
On the 25th a crowd of three, hundred Radical negroes were harangued at Lit tie Rock, and two companies were raised to.prooeed to Le^isburg, but Gov. Clayton was induced by the representation of citizens to foYego the expedition, the citzens agreeing to accompany him to the scene oftfis disturbance, and guaranteeing to assist in tbe arrest and punishment of those who should be found to be the true offenders. This was the condition of affairs up to the evening of the 29th as we learn from reliable sources.
