The explanation of the matter ts that the Legislature of 1865 appropriated the assets of the bank to foreign bondholders, depriving the bill holders of their prior claim. The present bill reverses that action and protects the bill holder? as creditor# of the State.-" _—-JJtdUL.JL 'J

COIN FROM ALASKA.

The Treasury Department yesterday received a remittance of $5,000 in coin on account of custom duties collected in Alaska, the first received. "WAR AGAINST INDIANS,

A dispatch from Gen. Sherman was received at the War Department to day, dated Omaha 21st, stating he had received information from Gen. Sheridan, who reported from Fort Barker that he was in hot pursuit of the Indians who had committed the murders at Solomon and Salina. Gen. Sherman says that he has now ordered Gen. Sheridan to drive the savages south of the Kansus line, and in pursuing to bill if necessary. Gen. Sherman says, "this amounts to war, but I hope only on a small scale." He further says the Sioux at the North remain quiet. If the President does not approve my action notify me promptly, but 1 deom further forbearance with the Indians impossible.

This dispatch was communicated to the Commissioner of Indian Affairs. Gen. Mix, acting Commissioner submitted a report to the Secretary of the Interior, which has been sent to the War Department. He reports that ho has received r,o official information in reference to the alleged massacre. He says the innocent should not suffer for the guilty, but that Gen. Sheridan has the right to carry out to the letter his order so far as the guilty Indians are concerned, and adds, those engaged in the murders should bo punished and be taught a lesson immediately.

At a late hour this p. m., a dispatch was received from Superintendent Alurpby to the Indian Buroau, in which ho says be has received unofficial information that a Mrs. White and several others had been killed by a party of northern Chey-» en nog and Arrapahoes.

He will communicate the official facta as soon as received. In view of all the facts, the President again informed Secretary Schofleld that he approved the rigid course pursued by Gen. Sherman.

Nova Scotia.

HALIFAX, August 24.—Parliamentary ipers have been brought before the ouse which embraced brief reports of ilegates. All the papers were prepared in England and includes the legal opinions of Sir Boundell Palmer and Vernon Harcourt. The latter differs widely from Mr. Wilkins' constitutional arguments. The delegate submitted six questions. The answers are in substance as follows 1st. There is no limit to the powers of Imperial legislation over a colony like Nova Scotia. 2d. The authority of the Imperial Legislature being absolute, cannot in any lei gal sense be dependent of the oonsent of the colony. 3d. The preamble of the Union act is important as evidence that the Imperial Degisluturedid not intend to exercise extreme powers, but acted on the supposed consent of the colonj\ If the fact of such consent bo disapproved, that may afford a valid argumont for repeal, but cannot affect the legal validity of the State.

Tho 4th question Is embraced in the fifth and ihe same answer applies. Theftth resolution of the Nova Scotia Legislaiurejin 186G authorized delegates to negotiate the union of all the provinces, but gave no right to arrange a scheme leaving out New Foundland and Prince Edwards Island.

This defcct would be cured by thu subsequent ratiflcation of the delegates acts by tho Legislature. th, Tho Imperial acts by the Legislature did not assume to extinguish the Constitution of Nova Scotia, or impose anew form of government without her consent, to do so would be an extreme e:3ercise of power.
