PABIS, August 10.—Dispatches received annri^ooo another terrible colliery explosion at Jernmapes, in the province of Huynaolt, Belgium fifty one penions were killed and a great numberinjured.
The appeal in the case of the United States against Armans in which a counter claim is involved, has been decided in the Court Imperial in favor of the United States. The suit involved the question whether the Messrs. Arman had corrected to build vessels for the Southern Confederacy.
PARIS, Aug. 10.—Tho Emperor Napoleon on his return from Plornovienes stopped a short time at Troyes, where he was received with great enthusiasm by the people.
The Mayor at the head of members of the municipal Government waited on his Majesty at the depot and presented an address of welcome.
The Emperor replied, thanking the Mayor, the municipality and people for this their warm demonstration of affection.
He expressed the hope that no untoward event would occur to disturb the peaceful progress of trade and agriculture, and concluded with an invocation to God to protect France.
The Emperor's speech was received with prolonged cheers and repeated cries of "vive l'Empereur."

LONDON, Aug. 10.—Accounts received daily from Spain represent the disturbed condition of the country is leading to disastrous results.
Latest advices from Madrid say a financial crisis is anticipated. Lieut. Gen. Juan Peseula had been appointed Captain General of the province of Catalonia.

LOUIS, Aug. 10.—The anniversary of the battle of Wilson Creek was celebrated at Turner Hall to-night. Eloquent orations were delivered by General Shepherd, member of General Lyons ataff^ and Emile Pretorious.

Mike McCoole held a levee and receiv-. el the congratulations of his friends at his saloon to-day. He hat written a letter to Frank Queen in reply to an article in the latest Clipper to require him to order a representative to appear at the Clipper offioe on the 13th.
He is anxious to meet Coburn personally and settle arrangements for a meeting in the ring, but as ho cannot be in New York at (he time named he will meet Coburn at the Monongehtila House, in Pittsburgh, August 13th.
HEAVY RAINS.
Three heavy rains have fallen here today which will have a beneficial effect on vegetatien in this section. Heavy thunder and lightning storms are passing over the city to-night.

10.—The members
of the NoVtt Scotia Legislature have agreed to employ constitutional means alone to extricate Nova Scotia from the Dominion, and deprecate rebellion or annexation to the United States. The meaning of this is, they accept the situation. Business in the local Legislature goes on to-day under protost. Mr. Howe accepts the situation unreservedly.

port of Gov. Warmouth's assertion that 150 murders were committed last month in this District, and half of them in this State, yesterday's Republican contained two columns of extracts from, and referencea to, letters in Warmouth's possession, detailing outrages in country parishes from March last to date. These extracts do not show that either civil or military authorities, or the Freed men's Bureau, ^tc^c cognizance of these affairs.
The Cattle Plague.

R. I., Aug. 10.—Seven
of a drove of 33 Illinois cattle purchased at Albany last Tuesday died here Saturday and Sunday. Eleven had previously been killed apparently in good health and dressed and the meat stored. All the rest are in the last stages of disease. None of the meat will be allowed to reach the public.
A similar lot of cAt tin was bought for Boston, some of which were sick when they arrived there.
Fire in the Woods.

CANADA, Aug. lO.-The
fire which ha* been raging in tho woods in this neighborhood the past week reached (hil place, Saturday and destroyed eleven houaes, the railroad station an 4 all of the Northern Railroad buildings. The track wa» badly damaged and a culvert destroyed.

London says, Admiral Farragut arrived at Constantinople on the steamer Frolic. The U. S. steamer Franklin stopped at Sierrien to inquire into the complaint that some Greeks had set fire to and destroyed an American ship.
GERMAN EDUCATIONAL SYSTEM.
The association of German-American teachers, which meets every few weeks in this city, have submitted reports of the educational system pursued by them, to the Superintendent of Public Instruction in Washington. It appears that German children going to regular schools in this country usually forget the language of the"Faderland,'' and tho schools were first organized to do away with this state of affairs. Thoso have, in the course of time, been greatly improved, until now they are claimed to be equal to the best schools in Germany.

DISEASED CATTLE.
There is some excitomont. in the city over the report of large trains of diseased cattle bfting on Ihe way here from the West. An inveEtigntion nf the slaughter houses at Communipaw yesterday disclosed the fact that most of the mta.t there was diseased. Ovftr one hundred car loads of cattle have arrived at Bergen since Saturday, and sisty-nina arrived at Coramunipaw yesterday.
About a hundred diseased cattle have been killed at Coaununipaw and placed in tanks for rendering. The market is seriously affected, and price for live stock has fallen off considerably.
The demand for beef in restaurants has also fallen off to-day Guards are to be stationed at all railroad lines to prevent shipment of diseased cattle here, and every cattle train will be accompanied by a competent medical officer.
One instance of sickness from eating diseased moat is reported, but prompt measures of the Board of Health will prevent further cases.

A list of the officer/i and crew of the bark Henry Trowbridgo, all of whom were lost, shows that all of them except tho captain were from Now York. The captain wsn a resident of New Haven.— Thirty of the dead seamen wort) found in tho lore-castle when the vossel was first discovered, and yesterday anothor dead body was found in a bunk, making tho fourth which has been discovered. Tho list numbers ten, altogether, «o there are six still missing besides tho captain's wifo and childron, all of-whom are supposed to havo t'lkon to the lw.its and heon swamped.

INJUNCTIONS.
Judgo Cardoseo to-day, in the caaos of O'Brien, Musraine Gates against tho Hock Island Railroad, vacated tho injunctions against tho said corporation and denied the motion for a receiver, holding that tho Company is subject to the jurisdiction of tho States of Iowa and Illinois, and by their laws its powers must be tested.
HAY GOING TO EUROPE.
Several European steamers have recently taken large quantities of hay, and it is said every steamer for a fortnight ahead is engaged to take it as far as conzenient. One lino is even under orders from their agent*, abroad to fill all available space not supplied by shippers, with this article for ship's :iccount.
Contracts for delivery of middling upward cotton are offered at 2GJ for October, 24$ for Novembor, and 23£ for December, but there are no buyers, nntwitnstanding great concession.

Quite a Hot "occurred in'iho squatter district of Brooklyn known Jackson's Hollow," Sunday The police tried to seize the goats, freeze, Sre., belonging to the inhabitants, which had become an intolerable nuisanca in the neighborhood, but were beaten off with flubs and stones. Some of the rioters were arrested and held for trial.
LIGHTNING.
A tree in Morrissiana was struck by lighting Saturday and burned two hours. Two persons experienced effects of the shock, but not seriously injured.

By direction of the President, Brevet Maj. Geu. Wm.S.Hanvey, retired, will report in person for duty to Lieut. Gen.. Sherman at St. Louis. 1st Lieut. Geo. M. Wheeler, of the I Corps of Engineers, has been detailed for duty on the Staff of the Commanding
General of the Department of California.

Capt. Geo. F. Emmons has been detached from command of the United States steamer Ossipee, and ordered to return to New York.
Capt. L. C. Saxton has been ordered to command the Ossipee, stationed in the North Pacific Squadron.
GEN. GRANT.
Information received at army headquarters from the General-in-Chief that he will leave Galena on the 15th inst., asd como East.
GEN. MEADE.
Gen. Meade, recently appointed Commander of the Department of the South, in his order assuming command of the Department states the post and disposition of troops in the States of North Carolina and South Carolina will remain for the present as now ordered, and tho commanding officers of the posts will report direct to these headquarters.
The Departmental staff will for the present be the same as for tho 3d military District.
All goneral staff officers and others on staff duties nrt especially assignod by tho War Department will report by letter to these Headquartors through their respective Chiofs of staff.
DEPARTMENT OF LOUISIANA.
General Order No. 1 from tho Department of Louisiana, dated New Orleans, 4th inst., has been issued by Gen. Buchanan, announcing tho command of the 5th Military District to consist of the Stato of Toxas, as transferred to Brevet Maj. Gen. J. J. Keynolds. Tho States of Louisiana and Arkansas in pursuanco of orders from army headquarters are organ'zed into tho Department of Louisiana, Headquarters at New Orloans. Tho subDistrict of Arkansas, until further orders, will be known as the District of Arkansas, and will bo commanded by the senior officer sorving therein, Headquarters at Littlo Rock. Tho commanding General will immediately mako tho necessary returns of troops, serving in his District, to Headquarters, Department of Louisiana.
UNION PACIFIC R. R.
Tho Commissioners of the Union Pacific Railroad have examined tho 24th section of 20 milos of that road, commenc ing at tho 680th and terminating at the 700th milo post west from Omaha, and forwarded thoir report to thelnterior Department.
The President of the U. S. has approved the report and directed the issue to the company of tho bonds and patents for land due on completion of said section.
Fire.
CLEVELAND, O., August 10.—The Continental Hotel, at Crestline, took fire yesterday from escaped gas igniting at the furnace. Three persons seriously injured. The house and furniture damaged $10,000 before extinguished. There was considerable loss by theft from the boarders.

In a street row yesterduy between a party of Germans and Irish, a man uatued Daniel Shay, about 20 years of age, was fatally stabbed. A number of arrests were made.
PUBLIC RECEPTION DECLINED.
Mr. Motley, our late Minister to Austria, has declined an invitation to a public reception, extended to him by Governor Bullock, Mayor Shurtle of this city, and many other prominent citizens.
AN EDITOR ASSAULTED.
Rev. Joseph C. Lovejoy, a well known Democratic orator, assaulted Geo. Fisher, editor of the Cambridge Chronicle, this morning, in consequence of failure to extort an immediate apology from the editor for some sarcastic comments on one of Lovejoy's speeches. But three or four blows were struck as Fisher made no resistance, and retreated aa Boon as possible.

Taov, N. Y., Aug. 10.—The First National Bank of East Bennington, Vermont was robbed Saturday night. The lock of the vault was pickeia by burglars, and an unknown amount of bonds belonging to individuals stolen. Not much money obtained.
