LONDON, July 30.-Further advices from Rio Janerio announce the fall of tho Paraguayan fortress Humaiti.
The Standard says, the proposed bonds to replace the 5-20'B are no better than the latter, as any new Congress may alter their value by new laws.
LONDON, July 30.—The South American mails furnish additional news from war on the Parana.
A dispatch has reached Rio from Marques De Corrier, commander of the allied armie?, announcing Hum&ita bad fallen into the hands of the allies. No particulars of the last days of the siege «re given nor were the terms of surrender known.'
The dispute which had arisen between Gen. Obxias and Mr. Washburne, American Minister to Paraguay, remained unsettled.
It originated in an attempt on the part of Marques to prevent a United State* steamer with the American Minister on board from proceeding up the Parana river. Mr. Webb, Am' .can Ambassador at Rie, ha* remonstrated with the Brazilian Government against interference with the movements of the Minister to Paraguay, and will demand his passports If the steamer is again detained by the commander of the allied force
The following report has been received from a Paraguayan source The Allies made a reconnoitre in force io the direction of the fortifications of Xebecuary river. The Allies constituted 600 nen, were met by the Paraguayan force ,m the river and a severe engagement followed, which ended in the defeat and rout of the Allies with heavy loss in prisoners, horses, arms and ammunition.
The new and extensivs fortifications on the Tebeeuary had been repaired and garrisoned. The river had been effects ally closed at that point by chains and other obstructions.
Tbo above accounts, coming from behind the Paraguayan lines, are necessarily of earlier date than the news from Rio Janeiro, from the Allied camp.
No intimation is given that Gen. Lopez has sued for pnace.

Advices from Panama. NEW YORK, July 30. Panama correspondence says the news is oomewhat unfavorable for the revolutionists. Large bodies of conservatives are assembling in the interior, which so alarmed the Pro visional President that he ia afraid to make a movement in any direction.
Gen. Mogquera is expected to return soon from his banishment in Peru, and as he has already a considerable party in his interest It is probablo he will place himself at the head of the Government again.

Imprisonment for debt has been abolished, and the Government is preparing to offer great inducements to emigrants.
Business is activ.o and increasing. The fortifications of Valparaiso are completed and the city is considered almost impregnable.
Temperance Contention.
CLEVELAND, O., July 30.—Morning Session.—Statements of progress of each State occupied part of the morning after which a series of resolutions was introduced declaring total abstinence demonstrated by scripture, science and history to be the bounden duty of every man. The manufacture and sale of intoxicating liquor a public injury and nuisance. Prohibition the only safe legislation.
Prescriptions of alcoholic liquors by physicians are the most serious hindrance to the temperance cause, and calling attention of the faculty to their responsibilities. Denouncing Sabbath liquor selling violation of the best rights and hopes of the American people. The church being the living protest against intemperance, members and ministers are true to their duty as they labor against the same urging the establishment of children and youtn's temperance society in connection with Sunday schools hailing the establishment of a National temperance publication house and recommending its publications.

Great preparations are. beinc tnado for the annual cruise of tfce New York Yacht squadron, which will rendezvous at Glen Cove on the 8th of August. Seventeen yachts arc already entered.
FAILURE.
Tho failure of Bell & Son?, bankers and exchange brokers, already announced, was caused by heavy losses in oil speculations.
DISCHARGED.
The Irishman Malonv, arrested on arrival hero in astenmer a few days since on suspicion of being a murdorer escaped from Ireland, has been discharged.
MONUMENT
The Irish Legion Monument Association held a grand festival at Jones' Wood yesterdav in aid of a monument to be erected in Central Park in honor of Irish soldier who fell in the late war for the Union. About 5,000 present.
ERIE RAILROAD.
At a meeting of the Directors of the Erie Railroad Company Eldridge resigned the Presidency and Jay Gould was elected in his place. Mr. Eldridge and Jas. S. "Whiting resigned as Directors and Win. Freed was elected to fill vacancies.
DECLINATION.
J. M. Francis, of the Troy Times, who has been urged to accept the nomination for Congress, a9 successor to Hon. John A. Griswold, assures liis friends that he cannot accept the nomination under any consideration.

The Baltimore Sun intimates the expected opportunity of connection with a nouse in England for business has induced Jeff Davis to go abroad.
LETTER FROM GEN. BUTLER.
The Boston Journal contains a letter from General Butler relative to suits brought against him in Baltimore. Ho says the purpose of Wooliey's suit Is obvious. Klmberly Bro's. claim is for rent paid by them for occupation of Government land. A meeting of the Board of Survey reported that all occupied Government land for shop-keeping purposes should pay rent, the amount of which the Board fixed The Provost Marshal collected of Kimberly among others, and accounted for that rent for which I am sued, and it is telegraphed over the country for extorting money. This is a specimen of rebel slander against me and rebel claims against the Government.

Commodore Pierce Crosky has been detached from command of the United Statea ttoamer Shamokin and placed on waiting orders, in consequence of the act of Congress making large reduction in force.
Secretary Wells has given directions for bringing h^me and putting out of commission a number of vessels doing service abroad.
It is not known what vessels will be sent homo as thero will be but thruo which cau be dispensed with by commauders of squadrons to which they are attached.
The crews of the vessels thus put out of commission will be discharged and the officers placed on other duty.
