In Brooklyn yesterday there were 24 cases ot prostration from heat, jncluding four deaths.

persons reported as having been prostrated by the beat during the past 24 hours in this olty, Brooklyn and Jersey Oity, exceed* 100, over 50 per cent of tnese have proved fatal. Dr. Harris, Register of Vital Statistics of the Board of Health, make* tbe startling announcement that 250 deaths are known to have resulted from tbeexceseive heat of tbe past three days within the Metropolitan district.

Mr. Morrill, from the Committee on Commerco, reported a bill for registration or enrollment of foreign built vessel^.

Mr. Thayer called up the biirfor relief of loyal Choctaw and Chicaaaw Indians, but Mr. Henderson asked that it lay over for the purpose of making some Inquiry.

Mr. Connes9 moved to lay aside unfln isbed business and take up the bill for protection of American citizens abroad, saying both Republicans and Democrats were pledged to the protection of naturalized American cirizens.

Mr. Morrill moved the regular business should be attended to, and Conness' motion was rejected, 21 to 2.T

The Indian Appropriation bill was then taknn up. Opposition was made by Mr. Howe and others to several of the amendments making appropriation for remoyal of Indians to new reservations under tbo treaty, which however was agreed to.

At 4-30 the Senate went into executive session, and in a fow minutes took recess.

Mr. Kamsey, from Committee on Post Offices, reported a bill to authorize tbfe construction of bridges Wrosa the Ohio River.

It provides ihat parties authorized by State laws to construct suc-h b-idges must submit to the Secretary of War for ap proval, complete designs and maps, exhibiting full particulars of the undertaking, and prescribes detail the manner in which they shall be constructed.

The span across the main low water channel must not be loss than ninety feet abovo low water mark or forty feet above extreme high water mark. The length of the main span and of other spans, is left to be subsequently determined.

Mr. Sherman, from Committee on Finance, reported a substitute for the bill passed by the House May 28th, relative to transportation of merchandize in bond to other plases than the original port of importation,which substitute provides that from and after Sept 1,1868, merchandize other than wine distilled, spirits perishable or explosive articles and articles in bulk which shall appear from the invoices and shipping documents to be destined for either of tbe ports of St. Louis, Cincinnati, Portland, Maine, Boston, -Philadelphia, Baltimore and Hew Orleans, may ba entered for warehouse and immediate transportation, and forwarded at tbe risk of the owner to Its place ot* destination.

The bond required shall be for double the invoice value of merchandize with not less than two sureties, and the merchandize so entered for transportation shall be delivered and transported by companies regularly incorporated is common carriers, and designated for this purpose by the Secretary of the Treasury, and to or by none other.

Such companies are to be responsible to the United States for the safe delivery of the goods, and to be placed under bonds with such conditions as the Treasury Department may ptescribe.

If possible no route shall be designated which by reason of change of gauge or other cause involved a transhipment of merchandize, whioh must be carried gar. der lock and seal and be inspected .at proper points by custom officers,

It must also be transferred directly from importing vessels to cars or vessels in which it is to be transported, otherwise it will be subject to seizure as unclaimed property and deposited in tho public store.

The bill contemplates appointment of appraisers and other officers at designated points to carry into cffcct'its provisions.

Commerce reported a bill to extend the laws of the United States relating to navigation and commerce over Alaska, and to establish a collection district therein and for other purposes, which was amends ed and p&seed.

Mr. Sherman from Committee on Finance reported a joint resolution to amend tbe 14th section of an act approved Jtaly 28,1866, entitled an act for the col* lection of direct tax in the lafa insurrectionary States until January 11th, 1869. Passed.

Mr Morgan from Conference reported a joint resolution providing that there shall not be carried on any vessel on a voyage, a greater number of passengers than in the following proportion

On the second deck, not being an open deck, one passenger for every one hundred and twenty cubic.feet of clear space, and on the main and poop deck one passenger for every one hundred cubic feet of clear space contained therein, the space in each case to be ascertained in tbe manner providedjby law for measurement of tonnage.

A penalty is provided of $50 for every statute adult carried in excess not allowed by tim bill, and if the excess is more than 25 per cent, of such allowable number, the owner or agonts shall be subject to a fine not exceeding $2,000, and imprisonment not exceeding eix months, and the master on conviction, shall be imprisoned from six months to one year.

Mr. Hendricks entered a motion call the bill recently passsd restoring to political rights certain persona in Southern States. He had understood it removes disabilities of Radical members of tho Georgia Legislature, but not of their opponents in the same body. He condemned such discrimiuatsng legislation.

Mr. Stewart called up tbe bill authorizing tbe purchase of certain public lands in Alabama, which passed. It makes lands in certain counties named subject to sale as other public lands that are now being reinstated to actual settlement under the homestead laws

Tbe Committee on Post Offices repotted a number of amendments chiefly in regard to details of the money order system, which were agreed to, and the bill passed.

One of the amendments authorizes the appointment of superintendent of foreign mails at a salary of $3,600.

The Missouri contested election case came up. Mr, Benjamine made an argument against the loyalty of the contestant, Switsler, who followed in his own behalf, denying be was ever disloyal and throwing back the charge upon his opponent.

Mr. Butler made report from Committee of Conference on invalid pension appropriation bill, thu point of disagreement having been as to disposition of the naval pension fund. The report was agreed to.

Mr. Perham, from Committee of Conference on nine pension bills, made report, which was agreed to.

Mr. Chanler presented a petition of officers of the army for the passage of a bill to equalize tbe pay of officers and.establfsh tbe pay of enlisted soldiers referred to Committee on Military Affairs.

The Missouri election case Was resumed, and Anderson, the sitting member, replied to the speech of tbe contestant.
